Overview

The primary responsibility of this role is to manage and directly operate the Agency of Transportation's (AOT) Unmanned Aircraft Systems (UAS) Program. This program serves as a resource for the entire agency, delivering UAS-based data to support project delivery, asset management, public outreach, and emergency response.

 

All UAS operations are conducted in compliance with FAA Part 107 regulations. This position oversees the development, implementation, and maintenance of UAS policies and procedures that comply with FAA standards, as well as relevant federal, state, and local laws and regulations. You'll also be responsible for updating program guidance documents, including Standard Operating Procedures, safety assessments, and mission checklists.

 

The UAS Program Manager supports a team of certified FAA Part 107 remote pilots across the agency and is responsible for recruiting and training new pilots as the use of UAS technology expands. The role involves frequent coordination with federal, state, public, and private UAS stakeholders and may include research into new projects involving Advanced Air Mobility and other innovative aviation technologies in Vermont.

 

In addition to managing the UAS program, this role provides GIS support to the Aviation Program. This includes:

  • Using GIS software to create and edit geospatial datasets and feature classes
  • Performing spatial data queries and basic analyses
  • Producing both hardcopy and digital maps for internal and external use
  • Acting as the GIS liaison for the Aviation Program, working with external partners and engineering firms
  • Helping integrate UAS data into broader agency workflows

 

The successful candidate must hold and maintain an FAA Part 107 sUAS certification. This position may occasionally require out-of-state travel and could involve representing the agency at professional seminars or public meetings. The role is based in Barre, Vermont, with the possibility of a hybrid work schedule.

Environmental Factors

Duties are performed in office and field settings. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work may be required.

Minimum Qualifications

Associate Degree AND five (5) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.

OR

High school diploma or equivalent AND seven (7) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.
