Overview
The Agency of Education (AOE) seeks to hire a Chief Financial Officer to oversee the AOE finance division, inclusive of the AOE Education Finance, Accounting, and Compliance and Risk Management Units. This position is responsible for overseeing highly complex budgets with a variety of funding sources, oversight and leadership of professional level accounting work in the maintenance, and review and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. Successful candidates will have a demonstrated history of supervision over senior professional, professional and technical accounting personnel.
In addition to the above, the Agency CFO is responsible for all fiscal functions for the AOE, including budget development, auditing, internal controls, fiscal operations, special or federal program fiscal administration. This position will be expected to communicate regularly with other State and Federal leaders, legislators, and external or partner organizations. Duties are performed with significant independence under the general direction of the Secretary.
This position offers the opportunity for remote work based within Vermont and contiguous states but will require regular in-office functions as determined by the Secretary of Education.

Work is performed primarily in a standard office setting but some travel will require private means of transportation. Duties may require extensive time outside of normal work hours. Incumbent will be expected to attend public meetings and hearings and to testify before the Legislature. A wide diversity of opinion and emotions can be anticipated for which diplomacy and tact will be required.
Minimum QualificationsMaster's degree in accounting, business or public administration or a related field AND five (5) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.
OR
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and eight (8) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.
OR
Four (4) years or more as a Financial Director III with the State of Vermont.
OR
Three (3) year or more experience as a Financial Director IV with the State of Vermont.
Preferred QualificationsProfessional to executive level experience in a State Agency is preferred.
Special RequirementsFor some positions experience working with VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
Preference may be given to applicants with experience managing large fiscal operations.
For some positions preference may be given to applicants with a Master's degree in public administration, business administration, or other specific degree program.
For some positions preference may be given to applicants with a CPA (or similar certification).
