The department of Forests, Parks and Recreation is hiring a Contracts Administrator to support our parks, forestry, recreation, and land conservation work.

The Contracts Administrator supports dedicated colleagues who are committed to protecting Vermont's forests and lands, promoting recreation, and successfully operating Vermont's 52 developed State Parks. Working closely with department colleagues, this staff member ensures that agreements are written in accordance with State policies and executed efficiently so project work can be completed on schedule. Primary responsibilities include preparing, executing, and monitoring agreements, performing reconciliations, and processing payments. Other business office duties include overseeing the processing accounts payable and assisting with the fiscal month-end and year-end close processes. The successful candidate brings a positive service-oriented approach, effectively and independently completes long-term projects while providing day-to-day support and works collaboratively to balance a dynamic workload that serves a broad set of needs for the Department.

This position, Contracts and Grants Administrator - Limited Service (Job Requisition #50661), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed in a standard office setting, but may involve some travel for which private means of transportation is required. Some evening or overtime work may be necessary. Interaction with grantees, contractors and consultants through phone contact is required.

Minimum Qualifications

Bachelor's degree or higher AND two (2) years of work experience that includes one or more of the following: (a) administration of grants/contracts as a funder and/or recipient; (b) collaboration with community partners in the delivery of social services; c) enforcement of provider agreements; OR d) management of financial affairs or a governmental accounting system.

OR

Four (4) years of experience that includes one or more of the following: (a) administration of grants/contracts as a funder and/or recipient; (b) collaboration with community partners in the delivery of social services; c) enforcement of provider agreements; OR d) management of financial affairs or a governmental accounting system.

Preferred Qualifications

•    Customer service-oriented approach. Able to transition seamlessly between tasks, maintain a high level of organization and manage interruptions with professionalism. 
•    Collaborates effectively with staff and external contacts. 
•    Communicates effectively and professionally both orally and in writing
•    Works independently to assess current processes and systems, makes recommendations for improvements, effectively implements and communicates changes.
•    Contract management experience
•    Ability to effectively assess risk using good judgment and engaging others when necessary
•    Positive/supportive team player willing/able to manage workload ebb and flow. Able to share duties with other business office/FPR staff. Able to take direction
•    Accounting: Able to enter VISION transactions. Able to audit financials, identify and independently make corrections
•    Technology: Knowledge of and advanced Excel, Word, Outlook, SharePoint, Adobe, VISION, skills and. able to learn new software programs.
•    Able to document procedures and processes
•    Initiative
•    Follow-through, able to identify projects and independently see them through to completion
•    Able to complete repetitive tasks with consistency and a professional demeanor
