Overview
The Department of Mental Health is looking for someone to join our team as a full-time grant program administrator for the department's projects under Vermont's Rural Health Transformation Program, a multi-year federally funded cooperative agreement. The main purpose of the Rural Health Transformation (RHT) Program is to support rural communities to improve healthcare access, quality, and outcomes through system transformation. This position will provide professional oversight and management of the funded project(s), serve as the Department's liaison with the Agency of Human Services RHT team, and engage in coordinating activities across the agency to achieve the goals of the RHT Program. The primary RHT project supported by this role is the continuation of the VT Consultation and Psychiatry Access Program (VTCPAP). VTCPAP provides statewide peer-to-peer consultation, resource and referral support, and targeted training opportunities for pediatric and perinatal health care providers to address the mental health needs of their patients.
The DMH grant program administrator will be responsible for the day-to-day management of the Department's RHT project(s) to ensure the activities align with the federal requirements, deliverables are completed with adherence to timelines, and programmatic goals are achieved.
The successful candidate will possess strong organizational, communication, and grant management skills, the ability to work collaboratively with different stakeholder groups, and knowledge of pediatric mental health. The ideal candidate will have worked with federally funded programs and is experienced with grant/contract administration, accurate tracking of activities, progress toward goals, budgets, and deadlines.
The Rural Health Transformation (RHT) project is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $195,053,740.44 with 100 percent funded by CMS/HHS. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Environmental FactorsDuties are performed primarily in a standard office setting. Interaction with government staff, representatives of other human service organizations, and families and consumers is frequent and may involve conflict and strong feelings. Tact and diplomacy are needed. Frequent travel may be necessary for which private means of transportation should be available. Some evening and weekend work and some out-of-state travel may be required.
Minimum QualificationsMaster's degree or higher in Mental Health or closely related field AND one (1) year or more of experience in mental health, public health, or health care administration and program development.
OR
Bachelor's degree or higher in Mental Health or closely related field AND two (2) years or more of experience in mental health, public health, or health care administration and program development.
OR
Four (4) years or more of experience in mental health, public health, or health care administration and program development.
Preferred QualificationsThe ideal candidate will have experience with federally funded programs and will have experience in the mental health system of care including specific experience in the project area of focus (e.g. preference for experience providing/overseeing school-based mental health services for a project focused on addressing student mental health in school systems).
Experience providing clinical mental health services.
Grant Administration experience.
