The Department of Environmental Conservation seeks an Environmental Analyst for the Rutland North Regional Office (located at 217 North Main Street, Suite 215, Rutland) to review projects in the wastewater system and potable water supply program. These positions work relatively independently but will be an integral part of an experienced team. The successful candidate will have the opportunity to work closely with engineering consultants, licensed designers, and the public to permit soil-based wastewater systems and potable water supplies.

The ideal candidate:

• Is self-motivated;
• Possesses general or specific knowledge in soil science, hydrogeology, geology, engineering practices, and principles relating to the design and construction of wastewater systems and water supplies;
• Demonstrates excellent communication and technical writing skills;
• Is comfortable communicating with consultants, landowners or their representatives, municipal officials, other DEC staff, and our counterparts from other states; and
• Performs well at the individual level, as well as in a team-based environment.

 

Responsibilities Include:

Implementing wastewater system and potable water supply permitting programs for building and land development projects.

Performing site visits, on-site review of soils, and review of engineering plans.

Issuing permits, jurisdictional decisions and monitoring compliance with Rules.

Providing documentation and support for enforcement actions.

Providing information, technical assistance, and assistance with educational training.

Collaborating with other sections in the division, other DEC divisions, and other state and federal government entities.

 

Training in the regulatory aspects and procedures will be provided. These positions allow for a considerable amount of autonomy in organizing your time. Work is accomplished currently in a hybrid manner, with office and telework settings. Anticipated 3 days a week in office (field work counting as office day). This position will require travel to various meetings, site visits, or related field work for which access to reliable transportation for in-state travel will be necessary. Candidates will need to live in Vermont, or if living outside Vermont, in close proximity to the areas that the position covers. Opportunities for working in a standard office setting are also available.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

 

OR

 

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND three (3) or more years of experience in a natural resources field.

 

OR

 

Six (6) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
