Overview
The Agency of Human Services (AHS) Central Office is seeking a Financial Manager to be the subject matter expert on Federal Medicaid and CHIP financial reporting. Both programs affect several departments across the agency. Medicaid spending is over $2 billion/year. This position prepares complex Federal financial expenditure reports in the U.S. Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS) Medicaid Budget and Expenditure System (MBES) which are the definitive source documents enabling Vermont to receive in excess of $1 billion annually in Federal Medicaid receipts. Accurate financial reporting and analysis is crucial to ensure that Vermont receives the maximum entitled Federal reimbursement.
Medicaid Financial Reporting and Analysis: Obtain, compile, and analyze complex expenditure data from multiple departments' financial documents for purposes of submitting quarterly Federal expenditure and estimate reports. The integrity, accuracy and reasonableness of the data are evaluated; trends and anomalies are then identified and investigated with departmental financial managers.

The Financial Manager performs duties such as:
- Medicaid Financial Reporting Management
- Medicaid Financial Reporting Analysis
- Federal Fund Management
- Work with Auditors to ensure complete and "unqualified/unmodified" audit reports are issued
- Ensuring fiscal compliance with GAAP, state and federal rules
- Maintaining considerable knowledge of CMS program and system requirements
- Maintaining considerable knowledge of information systems and computerized financial management information systems
- Communicates effectively with senior professional & technical personnel, accounting personnel, financial directors, and federal agencies

Minimum QualificationsBachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One years as a Financial Manager II with the State of Vermont.
