Overview

The Vermont Department of Tourism and Marketing (VDTM) is poised to lead a transformative initiative fueled by a significant investment of federal funds to bolster the long-term economic recovery and sustainability of travel, tourism, and outdoor recreation within the state. VDTM is seeking an enthusiastic and experienced grants program manager to assist with overall management of contracted vendors and various grant programs, and to properly administer and fulfill our federal reporting requirements.

 

Primary responsibilities include providing financial oversight and management of the multi-million dollar award, including procuring and monitoring associated contracted vendors, as well as the overall budget; preparing and managing all federal funds reimbursement requests, federal financial reporting, and other written reports on project milestones and outcomes; managing a new competitive events and regional marketing grant program, including application review, preparation of grant agreements, monitoring of grant progress, and submission of receipts and other required reporting; and providing overall compliance management and technical assistance to all sub awardees and grantees. 


The ideal candidate will have 3-5 years or more of experience at a professional level in business or public administration, accounting, program evaluation, grants administration, or in a role that included responsibility for the management of financial affairs. Candidate will have considerable knowledge of project management principles and practices and familiarity with grant management processes and federal reporting requirements. Knowledge of Microsoft Power Automate and the State's contracting and grants procedures would be beneficial. The position requires a high level of organization and attention to detail, the ability to manage multiple complex projects with differing timelines concurrently, and the ability to work independently, with various program partners, and as part of a highly collaborative team.

 This position, Grant Programs Manager - Limited Service (Job Requisition #50022), is open to all State employees and external applicants. This is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.

Minimum Qualifications

Master's degree or higher in business or public administration AND two (2) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Bachelor's degree with coursework in financial management, grants administration, program evaluation or closely related field AND three (3) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Five (5) year or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.
