Overview

The Green Mountain Care Board (GMCB) is in search of a Health Policy Analyst, skilled in data analytics, as part of the Prescription Drug Pricing Team to assist the GMCB's objective of creating a framework and methodology for lowering prescription drug costs in Vermont. The work of this team is relatively new so if you are someone with a background in both health policy and data analytics and have an interest in applying those skills to inform novel health policy, this could be an exciting opportunity. For the right candidate, this role has the opportunity to grow with the organization and shape the analytic and policy direction of prescription drug affordability for Vermont.

 

The responsibilities of this position include:

  • Understanding what data is available currently and what data gaps may need to be filled
  • Policy research to develop potential new strategies for addressing prescription drug costs
  • Evaluation of potential impacts of regulation and pricing strategies to Vermont's healthcare system
  • Analyzing prescription drug cost data from insurance claims, survey data, and other various datasets
  • Authoring written reports for the public and the legislature including detailed analyses, summary presentations or chartbooks, and Tableau dashboards
  • Cataloguing and evaluating state and/or federal regulatory activities

 

The Health Policy Analyst will have access to a full suite of analytic tools such as SQL for data wrangling, Python and RStudio for data cleaning and analysis, and Tableau or PowerBI for visualization. Project coordination work is also required to assist with ongoing external contracts, and to support related programmatic activities to further the GMCB's goals. The ideal candidate would be someone who can balance independent work with collaborative work across teams or with external partners, someone who is detail-oriented, and who enjoys challenging work content in a fast-paced environment. 

 

The Green Mountain Care Board has offices in Montpelier and supports a flexible/hybrid work environment.

Environmental Factors

Duties are performed primarily in a standard office setting. 

Minimum Qualifications

Master's degree in policy, public administration, public health or a related field.

OR

Bachelor's degree in policy, public administration, public health or a related field AND two (2) years experience or more in a public or private health policy analysis and research organization, public health organization, or a health care setting. Education or experience must include work on current health policy and health care reform issues, such as Accountable Care Organization issues, payment reform, health insurance regulation, or hospital regulation or financing.  

Preferred Qualifications

Experience working with regulatory boards under Vermont's Open Meeting Law.
