Overview

As part of the Agency of Digital Services' IT Team supporting the Department of Children & Families (DCF) within the Agency of Human Services, this IT System Developer III will: 

  • Serve as a senior-level developer for Agency of Digital Service's applications that serve the Department of Children & Families (DCF).
  • Mentor and train junior developers.
  • Provide advanced technical solutions based on the organization's direction, operations, processes, and principles. 
     

NOTE: This position is based out of Waterbury with some telework available. 


 
We are seeking candidates with the following knowledge, skills, and abilities: 

  • Expert knowledge of software development platforms, computer programming languages, software frameworks, web server administration, and design patterns.
  • Strong analytical and organizational skills.
  • Leadership skills with ability to mentor junior developers and lead technical training sessions.
  • Ability to prepare system designs, workflow plans, status reports and test documents that adequately meet user needs.
  • Ability to perform software and database design and to construct specifications for programmers and database administrators.
  • Ability to convert user specifications into a successful data processing application.
  • Excellent communication skills.
  • Ability to evaluate system performance.
  • Ability to evaluate and estimate system development costs.

Environmental Factors

Work is performed in a standard office setting and there is considerable interaction with users and members of project teams requiring some tact and diplomacy to balance competing views. Work outside of regular work schedule can be anticipated.

Minimum Qualifications

Bachelor's degree in computer science AND two (2) or more years of experience in computer or network support, programming or analysis, or database administration.

 

OR

 

Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND four (4) or more years of experience in computer or network support, programming or analysis, or database administration.

 

OR

 

Six (6) or more years of experience in computer or network support, programming or analysis, or database administration.

Preferred Qualifications
  • 4-6+ years of development experience
  • Expert knowledge of systems analysis, system design and database architecture.
  • Extensive Experience with:
  • Microsoft SQL Server and T-SQL  
  • React.js, Node.js, and Express.js and/or Next.js
  •  Analyzing and refining requirements  
  • Technical documentation 
  • Cross-team collaboration with technical and non-technical partners 
     

Experience with:

  • Azure Cloud platforms, including Azure CI/CD Pipelines
  • Agile environment using Azure DevOps (ADO)  
  • Windows and Linux
  • Bash scripting
  • Informix
  • ColdFusion
  • Java
  • ASP.NET / .Net
  • C# 
  • HTML/CSS and JavaScript
  • Okta integrations (specifically within React/Node applications hosted in Azure)
  • Git Version Control 
     

Knowledge of:

  • Integration architecture, as well as Web Services API and third-party integration tools (for example DreamFactory, MuleSoft, Rhapsody).  
  • Public Sector and Human Services technology
  • IIS and Apache Tomcat Web Server Administration
  • MS Access 2016 and VBA
