Overview

The Vermont Department of Health, Division of Substance Use Programs (DSU) has an exciting opportunity to join our Planning Unit, which oversees divisional health equity, strategic planning, workforce development, and marketing/communications efforts. The Manager of Planning and Community Services works, with the support of the DSU Director of Planning and Community Services, to lead DSU's workforce development and health equity initiatives that support our internal staff and external partners. The role offers the opportunity to guide important work that ultimately benefits Vermont's substance use system of care.

 

Experience in training design and coordination, large meeting planning, grant writing and management, report writing and project management is crucial. Demonstration of successful development, implementation, and management of workforce development initiatives across a variety of projects is highly preferred.

 

A working knowledge of Vermont's substance use system of care (inclusive of treatment, recovery, harm reduction, and prevention) and the health inequities that can contribute to, or reinforce, substance misuse is required. The position is responsible for technical expertise, project management, and leadership related to the development and facilitation of divisional health equity plans and practices that complement departmental health equity work.

 

Strong organizational skills that support timely completion of concurrent deliverables are essential, as is the ability to adjust to changing priorities. The role is both collaborative and autonomous and often requires compromise. The successful candidate will be self-directed, detail-oriented, outgoing, and have excellent verbal and written communication skills.

Environmental Factors

Work is primarily performed in a standard office setting. Some travel is necessary for which private means of transportation may be required. Incumbents need to attend a variety of meetings with federal, state and local officials, advocates, service providers, and others. Strong differences of opinion may be encountered. Some evening or weekend work may occasionally be required, including consecutive training days.

Minimum Qualifications

Master's degree in public administration, public health or a human services field AND two (2) years or more of experience at a professional level in public health, healthcare administration, public administration, or a closely related field, INCLUDING one (1) year or more in program administration or workforce development.

OR

Bachelor's degree in public administration, public health or a human services field AND four (4) years or more of experience at a professional level in public administration, healthcare administration, public health, or a closely related field, INCLUDING two (2) years or more in program administration or workforce development.

OR

Associate's degree in public administration, public health or a human services field AND six (6) years or more of experience at a professional level in public administration, healthcare administration, public health or a closely related field, INCLUDING three (3) years or more in program administration or workforce development.

OR

High school diploma or equivalent AND eight (8) years or more of experience at a professional level in public administration, healthcare administration, public health, or a closely related field, INCLUDING four (4) years or more in program administration or workforce development.
