Overview

The Vermont Department of Health (VDH) is excited to hire a Public Health Analyst III (PHA III) in the Research Epidemiology and Evaluation Unit (REE) of the Division of Health Statistics and Informatics (HSI). The position requires data analysis and interpretation for tobacco use, tobacco cessation, chronic disease conditions and public health concerns; monitoring performance measures; participation in evaluation; preparation of analytic reports; and communicating with partners. This position supports and guides Vermont's data-driven Tobacco Control Program in addition to informing the public and key partners about tobacco's burden through engaged data. 

 

This position conducts statistical analysis and reporting of data related to tobacco use and cessation using multiple data sets which include the BRFSS, YRBS, Vital Records, medical claims, PACE VT and PRAMS, and oversees administration of the Vermont Adult Tobacco Survey. This position requires strong knowledge of a statistical software package, data collection, management, analysis, and visualization. The PHA III works in partnership with the Tobacco Control Program to determine, manage, and prioritize analytic needs. This position will consult on evaluation plans related to Tobacco Control as requested. The PHA III will also respond to and triage data requests and develop data presentations. The PHA III will work with key partners in VDH, including the Division of Health Promotion and Disease Prevention (HPDP), and partners in other state departments and agencies. 

 

Applicants should have a strong interest in improving data quality and producing accessible data reports. They should be motivated to become the Department's subject matter expert in Tobacco Control surveillance and creatively use the data sources available to understand populations at high risk. 

 

The position operates under the REE Unit Chief and HPDP Analytic Team Lead. All analysts are expected to work on multiple teams, including the HSI-REE Unit, the HPDP Analytic team, special topic workgroups, and perform other related duties as required. Expertise in Microsoft Office and statistical analysis software (SAS, SPSS, Stata, or R) is required. Experience with Microsoft PowerBI and ArcGIS is desired but not required. AHS BACKGROUND CHECKS:  Candidates must pass any level of background investigation applicable to the position.  In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are performed primarily in a standard office setting. Meetings with data users and providers may require some travel, for which private means of transportation must be available. Some work outside of normal office hours may be required.

Minimum Qualifications

Master's degree or higher in biostatistics, epidemiology, public health or a social sciences discipline, including 6 credits in statistics at the graduate level AND two (2) years or more of professional level work in research, statistics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

OR

Bachelor's degree in statistics, a health-related or social sciences discipline, including 12 college credits in statistics, research or computer sciences, and 6 of these credits must be in statistics AND six (6) years or more of professional level work in research, statistics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.

Preferred Qualifications

Experience in public health or a health-related field.

 

Preference will be given to candidates who possess:

•    Quantitative analysis skills and experience with statistical software (SPSS, SAS, Stata or R);
•    Experience with state-level, population-based health surveillance; program evaluation and development of outcome measures;
•    Strong interest in tobacco surveillance; 
•    Experience designing and implementing quantitative and qualitative research studies; including survey design; 
•    Effective data visualization and reporting skills.
•    Ability to demonstrate competence in analyzing and solving complex and difficult problems;
•    Excellent oral and written communication skills; including competence in explaining statistical data to lay persons, group facilitation, and the ability to communicate effectively and respectfully in the context of varied backgrounds, cultures, and belief structures.
•    Experience with and commitment to health equity and social justice to improve health of all Vermonters and impact social determinants of health such as racism, poverty, and access to culturally sensitive health care.
•    Ability to apply a culturally competent lens in the design, collection and analysis of data;
•    Understanding of program evaluation;
•    Knowledge of quality improvement principles and practices;
•    Flexibility and adaptation in working with different teams and managing many different projects at once;
•    Effective project management skills including defining scope of work and meeting deadlines;
