Overview
BlueWater Federal is seeking a highly skilled and detail-oriented Director of Capture, Solutioning and Proposal Development to lead the development of compelling, compliant, and competitive proposals for the Department of Defense (DoD) market. This role requires expertise in solutioning, technical writing, and proposal management, with a proven ability to win unrestricted bids focused on Navy, Space Force, and Combatant Commands (COCOMs).
Responsibilities
Capture, Solutioning & Proposal Development
- Lead solution development efforts, integrating technical, management, and cost elements into clear, compelling value propositions.
- Collaborate with technical subject matter experts (SMEs), program managers, and business development teams to design innovative and compliant solutions tailored to customer requirements.
- Ensure technical solutions align with the customer's mission, operational needs, and desired outcomes.
Technical Writing
- Develop and refine high-quality technical proposal content, including technical approaches, management plans, past performance narratives, and resumes.
- Translate complex technical concepts into concise, customer-focused language.
- Maintain a consistent tone and style across proposal sections, ensuring clarity and compliance.
Qualifications
Required:
- Expert at research and analysis
- Demonstrate deep understanding of the Defense market
- Bachelor's or higher degree (STEM field preferred, but not required)
- Must have experience calling on Defense agencies
- 10+ years of combined relevant experience to include Capture Manager, Proposal, Business Development
Desired:
- Experience as a Program/Project Manager
- Clearance (Secret minimum)
- Experience developing BOEs, LOEs, Staffing Plans, and writing proposals
