Bluewater Federal is looking for a Policy Executive / Strategic Planner to support the Naval Surface Warfare Center (NSWC), Philadelphia, PA
As the Policy Executive / Strategic Planner, you will serve as the senior advisor for cybersecurity governance, policy development, and strategic planning.
Responsibilities
- Develop, author, and maintain cybersecurity strategies, policies, standard operating procedures (SOPs), and governance documentation in compliance with DON, DoD, and NAVSEA directives.
- Provide expert consultation on cybersecurity policy implementation, risk management, and RMF program alignment.
- Translate complex cybersecurity requirements into actionable guidance for technical and operational teams.
- Support Code 104 leadership in policy integration across RDT&E, NMCI, and CTF network environments.
- Lead the development of presentations, executive summaries, and decision briefs for NSWCPD and NAVSEA stakeholders.
- Maintain a portfolio of cybersecurity policy projects, tracking milestones, deliverables, and status metrics.
- Assist in planning and executing cybersecurity audits, reviews, and process improvement initiatives.
- Coordinate with ISSMs, ISSOs, and NQVs to ensure consistency between policy intent and operational execution.
- Monitor changes in federal, DoD, and Navy cybersecurity regulations and recommend updates to organizational policy.
- Provide mentoring and subject-matter guidance to support workforce development in cybersecurity governance.
Qualifications
- Bachelor's degree in Computer Science, Information Technology, or related STEM discipline from an accredited institution.
- 8+ years of experience in cybersecurity policy development, technical writing, or strategic planning supporting DoD or federal information systems.
- Demonstrated experience writing executive-level policies, plans, and strategic documentation for cybersecurity programs.
- CAP, CISSP, or CISM certification is highly desirable.
- ITIL Foundations, PMP, or equivalent project management credentials are preferred.
- Experience authoring cybersecurity strategies, CONOPS, and policies for NAVSEA, USN, or other DoD commands is desired
