Overview

Bluewater Federal is looking for a Program Manager to support the Naval Surface Warfare Center (NSWC), Philadelphia, PA

 

As the Program Manager, you will serve as the primary interface between the Government and the contractor, ensuring technical excellence, cost control, and schedule adherence across all task areas.


Responsibilities

  • Lead the planning, execution, and performance of all contract task areas
  • Serve as the primary point of contact with the Contracting Officer (KO), COR, and Technical Advisors.
  • Oversee program scope, schedule, staffing, financial management, and risk mitigation.
  • Coordinate project milestones, deliverable submissions (CDRLs A001–A008), and QASP compliance reporting.
  • Ensure effective communication among ISSOs, ISSMs, NQVs, analysts, and Government stakeholders.
  • Manage subcontractor performance, ensuring adherence to NAVSEA policies and quality standards.
  • Implement process improvements to increase efficiency and ensure readiness for audits, inspections, and CPARS evaluations.
  • Maintain program documentation, including performance reports, burn-rate tracking, and cost projections.
  • Support business development and contract transition-in/transition-out activities.

Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Communications Systems Management, or related STEM field is desired
  • Active or interim Secret clearance is required.
  • Must have a PMP certification
  • 10+ years managing information technology or cybersecurity programs, including at least 5 years of experience leading information assurance or cybersecurity teams supporting DoD or NAVSEA programs.
  • ITIL or DAWIA Level II/III certification in Program Management is preferred.
  • Experience in Navy RMF or DON cybersecurity programs, including eMASS, VRAM, ACAS, and NAVSEA 03/08 oversight is preferred.
  • Lean Six Sigma or Agile Project Management certification is desirable.
