Project Summary

Tetra Tech is providing strategic technical and material assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security. 

Position Summary

Tetra Tech is seeking a District Heating (DH) Team Lead to oversee activities in the district heating sector, including development and support of policy framework activities focused on DH distributed (co-)generation, municipal heat energy complexes and transiting DH to competitive mode of operation, development and support activities focused on DH technical modernization and investment planning and implementation. The DH Team Lead will also lead in the preparation of material assistance interventions (equipment and materials procurement) relating to municipal heating infrastructure. 

Position Responsibilities

  •  
    • Lead the implementation of project activities focusing on district heating, under the supervision of the project's senior management. 
    • Manage the DH Team on the implementation of project activities focusing on district heating. 
    • Provide coordination on the DH legal and regulatory framework, identify normative gaps and obstacles, related to modernization of DH systems and construction/implementation of investment projects to increase resilience of the DH systems, transition the DH systems towards efficiencies (as understood by EU law) and implement projects of municipal heat energy complexes including cogeneration of head and power. 
    • Support with assessment and planning of investment projects in DH, including pre-feasibility or feasibility studies. 
    • Draft reports, presentations, other deliverables. 
    • Facilitate and implement technical training for stakeholders. 
    • Communicate with internal and external stakeholders, participating in the progress reviews.  
    • Support the preparation of annual workplans and progress reports. 

Required Qualifications

    • University degree in electrical engineering, economics, business management or related field combining a science degree with postgraduate on energy.  
    • At least 15 years of experience with municipal heat infrastructure and legal and regulatory policy relating to the same. 
    • Seven years of experience in international technical assistance projects in Ukraine. 
    • Experience in designing, analyzing, and implementing energy policies and strategies. 
    • Good understanding of trends and practices related to the district heating and municipal utilities. 
    • Effective written and verbal communication skills to communicate complex information and prepare and present technical reports, Practical knowledge of DH technical normative and policy framework in Ukraine. 
    • Demonstrated knowledge of European framework and best practices relating to DH.  
    • Fluency in Ukrainian and English. 

Line Management Responsibility: 

  • The DH Team lead will supervise the DH expert, Engineer: DH Systems Planning, DH Policy Advisor, and Thermal Engineer. 

 
Physical Demands and Work Environment:  This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
