Project Overview

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

Tetra Tech is seeking short-term Energy Efficiency Operational Processes Improvement Specialists to support the development and enhancement of standardized tools for conducting energy audits (EAs) and pre-feasibility assessments (PFAs) in the municipal and industrial sectors. The specialists will work to improve operational templates—questionnaires, checklists, reports, and report extracts—based on the requirements of relevant development funds and financial institutions. This work will contribute to strengthening the pipeline of energy efficiency projects and aligning audit tools with international best practices and financing criteria.

 

The Specialists will:

  • Review and assess best practices in conducting EAs and preparing PFAs in municipal and industrial sectors.
  • Assess and analyze the reporting requirements of Decarbonization Fund of Ukraine (DFU), international financial institutions (IFIs) and local financial institutions (LFIs) requirements related to EAs and PFAs in municipal and industrial sectors.
  • Develop or improve a comprehensive set of templates—including questionnaires, checklists, reports, and extracts—for both EA and PFA processes.
  • Ensure all templates follow a logical, sequential structure (e.g., EA Questionnaire → EA Report → EA Report Extract → PFA Questionnaire → PFA Report → PFA Report Extract), forming a cohesive and interoperable toolbox.
  • Ensure that the energy audit reports include data, tables, and indicators necessary for subsequent feasibility assessments and in line with DFU and financing institution standards.
  • Integrate performance indicators required for further project assessments.

Minimum Qualifications Required:

  • Bachelor's degree with equivalent combination of experience and education in engineering, economics, finance, or a related field
  • At least 10 years of experience in the energy sector
  • At least 5 years of experience with energy audits and preparation of energy efficiency feasibility studies for industries and municipal utilities
  • Sound knowledge in energy saving measures identification, renewable energy use, measurements and verification of energy savings
  • Proven knowledge of different industrial processes such as iron and steel manufacturing and processing, chemical, machinery industries, food processing (bakery, beverage, poultry, cattle breeding, dairy, sugar processing)
  • Experience in energy management
  • Excellent written and verbal communication
  • Excellent computer literacy
  • Fluency in Ukrainian
