Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

 

Position Summary

Tetra Tech seeks an Environmental Compliance Specialist to manage the day-to-day implementation of the Environmental Mitigation and Monitoring Plan (EMMP) and related activity-level requirements for an energy-focused program in Ukraine. The role involves applying environmental screening and mitigation measures to procurement and logistics activities, including international transport, delivery, handover, and limited installation or commissioning of energy equipment such as transformers, generators, gas compressors, control systems, and district-heating assets. The Specialist will also ensure that environmental screening, mitigation, and monitoring requirements are consistently applied to grants, properly documented in grant agreements, and monitored throughout implementation. This position will report to the Deputy Chief of Party - Procurement. This is a full-time position for Ukrainian citizens for the duration of the program (until April 2029), to be based in the Kyiv office.

 

Position Responsibilities

  • Conduct environmental screening and reviews for procurement and grant-funded activities in accordance with the approved Initial Environmental Examination (IEE) and EMMP.
  • Implement and maintain program-level EMMP and oversee preparation of activity-level Simplified Environmental Review Forms (SERFs) or Environmental Review Checklists (ERCs)/EMMPs, as required.
  • Review technical specifications, scopes of work, and procurement documents to ensure appropriate environmental, health, and safety requirements are incorporated and enforceable.
  • Assess environmental risks associated with energy-sector equipment and infrastructure, including transformers, generators, substations, transmission lines, gas systems, and district-heating assets.
  • Provide guidance to procurement, engineering, logistics, and grants teams on environmental compliance requirements throughout planning, procurement, delivery, installation, and handover.
  • Support integration of environmental mitigation measures into subcontracts, grant agreements, and related implementation documents.
  • Review environmental requirements included in technical evaluation criteria and environmental documentation prior to award and implementation.
  • Monitor implementation of environmental mitigation measures and support preparation of environmental monitoring and compliance reports, as required.
  • Coordinate with U.S. Government reviewers and internal stakeholders to support environmental approvals, documentation updates, and compliance reviews.
  • Maintain environmental compliance records and support audit readiness and internal reviews.
  • Identify and resolve environmental non-compliance or unanticipated risks through corrective actions, in coordination with program leadership.
  • Perform other relevant duties as assigned in support of program implementation.

 

Required Qualifications

  • Bachelor's degree in environmental science, environmental engineering, energy engineering, or other relevant field
  • Minimum of three years of relevant experience
  • Demonstrated experience applying IEEs, EMMPs, SERFs, ERCs, or environmental impact assessments for donor-funded projects
  • Practical working knowledge of U.S. Government environmental compliance requirements (e.g., ADS 204 / 22 CFR 216) and applicable Government of Ukraine environmental laws and regulations
  • Experience reviewing or working with technical documentation, such as specifications, scopes of work, installation methodologies, or engineering drawings
  • Fluency in Ukrainian and full proficiency in English

 

Preferred but Not Required Qualifications

  • Master's degree in environmental science, environmental engineering, civil engineering, energy engineering, or other relevant field
  • Minimum of five years of relevant experience supporting environmental compliance for infrastructure, construction, or energy-sector projects, including application of environmental requirements to equipment procurement or installation activities
  • Experience supporting energy infrastructure projects, including electricity transmission and distribution, substations, generation assets, gas systems, or district-heating infrastructure
  • Experience applying environmental mitigation measures related to oil-filled electrical equipment, gas-handling systems, hazardous materials, waste management, or occupational health and safety
  • Experience on donor-funded international projects or U.S. Government–funded projects

 

Line Management Responsibility: N/A

Physical Demands and Work Environment:  This position requires regular attendance at the office in Kyiv and periodic site visits within Ukraine to support environmental compliance activities. Site visits may include observing equipment deliveries, participating in inspections or audits, and verifying environmental mitigation measures at warehouses, substations, or other project locations
