Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech is recruiting for a Finance Specialist who will play a leading role in supporting Government of Ukraine counterparts by providing financial and economic analysis of Ukraine's energy sector and promoting investment planning activities. The Finance Specialist will lead tasks related to the development and update of financial models, undertake cost-benefit analysis and financial and economic analysis of investment projects, analyze public sector obligation (PSO) results, and analyze the impact of legislative changes on the financial conditions of key market players.
The Finance Specialist will also contribute to harmonizing Ukraine's regulatory framework with the EU energy acquis and international best practices, particularly in the development of renewable energy. This role requires strong expertise in financial modeling and investment appraisal combined with the ability to collaborate with national and international stakeholders to advance Ukraine's energy sector reform. Position Responsibilities:
- Support the implementation and monitoring of activities to improve energy efficiency within municipal utilities.
- Review and validate technical questionnaires, project design documentation, and relevant technical specifications to ensure compliance with technical standards and regulatory requirements.
- Prepare technical specifications and procurement documentation, and provide support throughout the procurement processes for goods, works, and services related to DH and WSS systems.
- Conduct technical assessments of existing DH and WSS municipal infrastructure to identify needs and priorities focused on reduction of energy intensity in the district heating and water supply and sanitation sectors.
- Conduct site inspections to verify the quality of delivered goods, installed equipment, and executed works.
- Facilitate effective communication between technical teams and procurement specialists.
- Conduct technical training for stakeholders and represent team in conferences, workshops, and other events.
- Support preparation of annual work plans and quarterly and annual progress reports.
- This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine for interaction with local stakeholders.

Required Qualifications:
- Master's degree in finance, accounting, or economics
- At least four (4) years of professional experience in financial, economic, and regulatory analysis of energy sector entities, as well as preparation of related financial models
- Knowledge of finance, accounting, and cost control principles, including IFRS
- Knowledge of Ukrainian national financial accounting, tax, and regulatory regulations
- Ability to analyze financial data and prepare financial and investment reports, statements, and projections
- Professional written and verbal communication and interpersonal skills
- Ability to produce quality materials within tight timeframes and simultaneously manage several projects
- Deep knowledge of Excel and PowerPoint
- Willingness to work with a flexible schedule to meet project and client needs
- Fluency in English and Ukrainian (speaking, reading, and writing)
Preferred but Not Required Qualifications:
- Experience working with detailed technical data and reports
- Professional certificates and/or continued education certificates in investment appraisal and/or accounting
- Experience working on USAID or other donor-funded projects
