Position Overview

Grant Assessors are responsible for independently and objectively reviewing and assessing Higher Education Partnerships Grant applications submitted through AAPNG's Online Portal, Smarty Grants. The role involves evaluating applications against assessment criteria to ensure alignment with strategic objectives, program priorities, and value-for-money principles

Key Responsibilities:

Assessors play a critical part in ensuring fairness and transparency in the funding allocation process. To achieve this, the assessors will:

  • Be familiar with: Guidelines, goals and objectives of the grants; PNG National Higher and Technical Education Plan 2021-2030, and, Australia Awards PNG Gender, Disability and Social Inclusion Strategy.
  • Review, assess and score grant applications against the program's selection criteria, guidelines, and eligibility requirements in Smarty Grants using the scoring template provided.
  • Provide evaluative comments on each selection criteria of the application as well as a consolidated overall commentary to inform funding decisions.
  • Evaluate the quality, feasibility, innovation, and impact of proposed partnerships and/or projects involving PNG and/or Australian higher education institutions.
  • As part of the assessment process, provide recommendations for strengthening grant applications where relevant.
  • Identify risks and compliance issues within applications.
  • Provide a concise report that includes, lessons learnt, review of Smarty Grants, and, recommendations to improve the ranking exercise.
  • Maintain confidentiality and impartiality throughout the assessment process.

Selection Criteria:

  • Postgraduate qualification, masters level or higher from a recognised university
  • Demonstrated experience (10+ years desirable) assessing, and evaluating grant applications in higher education sector, CSOs or private sector.
  • Demonstrated familiarity of higher education sector in PNG and/or Australia.
  • Experience working under pressure and to tight deadlines.
