The opportunity

  • Short term adviser position: up to 80 inputs days to June 2025, with possibility for extension

Australia Awards Papua New Guinea (AAPNG) supports Papua New Guinea to achieve its development goals through education, knowledge transfer, and institutional capacity building. The program includes Australia Award Scholarships, Australia Awards In-PNG Scholarships, and Australia Awards Short Course Awards, providing opportunities for Papua New Guineans to acquire professional and technical knowledge and skills.

Position Overview: 

The Human Resource Development Specialist will work alongside the Acting Secretary of the Department of Higher Education, Research, Science & Technology (DHERST) to build DHERST capacity and to operationalise the Strategic Plan for Building Leadership Capacity in the Higher Education Sector of Papua New Guinea (Higher Education Leadership Strategic Plan) through a human resource policy and framework for developing leaders in higher education institutes and DHERST in PNG.

Key Responsibilities:

  • Provide a structured framework to build leadership capacity within DHERST and across all major higher education institutions
  • Develop a leadership pipeline to identify and mentor future leaders for key positions in both DHERST and higher education institutions
  • Strengthen academic and research capacity by increasing the number of qualified professors, researchers, and senior academic staff
  • Build capacity within DHERST for succession planning and professional development programs aimed at senior executive roles,
  • Establish an academic and professional link between the Australian university and Papua New Guinea by facilitating collaboration, sharing expertise, and ensuring smooth communication. To strengthen partnerships, aligning educational standards, fostering research, and enhancing academic exchange, benefiting both nations and advancing higher education; and
  • Enhance and leverage international collaborations and scholarship opportunities to foster leadership development among PNG nationals in higher education..

Selection Criteria:

  • Postgraduate qualification in a related field such as education, human resource development, international development, or business administration
  • Demonstrated experience (5+ years desirable) at a senior level in planning and management, and policy writing and implementation in higher education or Ministry of Education
  • Demonstrated experience working in PNG and cross-culturally with colleagues, government agencies, service providers and other stakeholders.
  • Demonstrated ability to operate with innovation, adaptability, flexibility, and resilience in a complex, ever changing environmentWorking
