Tuvalu Australia Partnership for Quality Education (TAPQE) – The Program
Tuvalu Australia Partnership for Quality Education (TAPQE) is administered by Department of Foreign Affairs and Trade (DFAT). TAPQE aims to strengthen education sector performance and Australia's Pacific relationships, driving shared prosperity and progress. TAPQE focuses on stronger literacy and numeracy outcomes; more equitable and relevant education pathways; and more inclusive, evidence-based and efficient government systems. The program creates opportunities for shared learning and solutions, requiring unique approaches to effectively address local challenges within resource-constrained environments. The program is tailored to the local cultural context and government priorities—through Tuvalu's Ministry of Education and Human Resource Development (MEHRD)—and stakeholders, including teachers, school and community leaders, and parents.
The Role
Step into a pivotal role shaping Tuvalu's education outcomes. As the Literacy and Numeracy Adviser, you will lead the design and delivery of high-quality, contextualised programs for Years 1–10 (with an initial focus on primary education). You'll provide technical advice, curriculum and assessment support, remedial education, and resource management, while building the capabilities of TAPQE officers, Department of Education staff, principals, teachers, and other school personnel.
Working closely with MEHRD and TAPQE teams, you'll foster local capacity and ownership to ensure programs are sustainable and inclusive. Your expertise will drive mentoring, strategic partnerships, and policy influence, while embedding gender and disability inclusion in every initiative in collaboration with the GEDSI Adviser.
We are open to structuring this as two roles: a Literacy Adviser based in Tuvalu, and a Numeracy Adviser working remotely with periodic travel to Tuvalu.
Key Responsibilities
- Develop and deliver a high-quality, contemporary, and contextualised literacy and numeracy program addressing Tuvalu's education needs
- Provide ongoing professional development for teachers, educators, Ministry staff, and local TAPQE officers, including on-the-job training, mentoring, and coaching
- Offer technical advice on literacy and numeracy interventions, curriculum development, assessment, and remedial education
- Establish productive relationships with local counterparts, stakeholders, and government departments
- Ensure interventions support inclusion and differentiated teaching for all students, including girls and children with disabilities
- Support effective monitoring, evaluation, and learning processes, and contribute to program reviews, planning, and reporting.
- Engage parents and communities to support student learning, whilst promoting continuous improvement and collaboration with development partners.
Selection Criteria
- Post-graduate qualifications in literacy and/or numeracy education, with experience in curriculum development and skills acquisition.
- Proven ability to train, mentor, and build capacity of teachers and education staff, especially in cross-cultural, low-resource Pacific contexts.
- Strong background as a classroom teacher or adviser, with up-to-date knowledge of inclusive and contemporary teaching practices.
- Excellent communication, relationship-building, and problem-solving skills, with the ability to manage multiple tasks collaboratively and to a high standard.
