Project Summary:

The West Bank/Gaza Responding to Local Priorities project is a two-year USAID-funded initiative aimed at improving stability in conflict-affected areas of the northern West Bank. The project seeks to address local grievances, enhance communities' resilience to shocks and stressors, and create opportunities for youth affected by violence and conflict.

Position Summary:

The Monitoring, Evaluation and Learning (MEL) Manager will be responsible for the management of all efforts related to performance monitoring, internal evaluation, learning, and oversight of activities under the Rapid Response Activity.

 

Responsibilities:

  • Provide overall leadership for the development and implementation of MEL plans, performance indicator reference sheets, results reporting, internal assessments, etc. with support from project leadership.
  • Coordinate or aid in the design of performance management and monitoring systems, including the development of research and data collection tools and methods.
  • Provide capacity strengthening and mentorship to MEL staff in data collection, data integrity, research, and other specialized services.
  • Foster an environment of collaboration, learning, and adaptation, as a key member of the activity leadership team, proposing, leading, and implementing creative approaches to learn from a wide range of activities in a very dynamic implementation environment.
  • Draft and revise applicable reports and deliverables, including providing analysis of data, lessons learned, proposed adaptations of programming, internal assessments, and tracking overall project outputs and outcomes.
  • Manage the activity's knowledge management efforts, including collection, analysis, documentation, dissemination and use of best practices and lessons learned.
  • Design strategic research initiatives to help better target interventions, analyze results, and measure achievements with project leadership.
  • Oversee and support management of subcontractors and/or consultants engaged for such tasks.
  • Perform other related duties as requested.

 

Qualifications:

  • Master's degree in a relevant field, such as international development, political science, sociology, statistics/social research, or similar area required.
  • Minimum five years of experience required in monitoring and evaluation, research, and/or development program assessments, including experience in designing and implementing M&E systems and developing indicators for international development projects.
  • Minimum 10 years of professional relevant work experience required, predominantly in international development and/or related social science research or program assessment work.
  • Experience working on USAID-funded projects preferred.
  • Experience in performance measurement, evaluation and research, learning, and knowledge sharing, to include topics such as research/assessment design, indicator design, target setting, database management, facilitating learning events, and related skills and experiences.
  • Experience collecting and analyzing qualitative and quantitative data using methods that are suitable for changing, complex, and conflict-affected environments.
  • Experience managing MEL and/or research teams and training others in such skills, including Palestinian partners.
  • Knowledge of data representation, data analysis, and other relevant software packages and tools is preferred.
  • Proficiency in Microsoft Office skills (Excel, Word, Outlook, and PowerPoint) required.
  • Fluency in Arabic and professional proficiency in English required.
