Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech is recruiting for a Municipal Utilities Projects Expert to develop and support activities to reduce energy intensity in district heating as well as water supply and sanitation. This position will support the project's work to mobilize demand-side energy efficiency investments in the commercial and industrial sectors and will support initiatives that reduce energy consumption through conservation and technological advancements, lowering costs for consumers. The successful candidate will report to the Deputy Municipal Lead, Improved Demand-Side Management. This is a full-time position for Ukrainian citizens, to be based in the Kyiv office. Occasional travel around Ukraine may be required.
Position Responsibilities
- Work closely with the Deputy Municipal Lead and the Demand-Side Management Lead to implement and monitor activities to improve energy efficiency among municipal utilities
Help plan and assess investment projects and energy efficiency improvements for municipal infrastructure systems
Help conduct energy audits and prepare prefeasibility and feasibility studies for energy efficiency projects in district heating, water supply, and sanitation
Advise on constructing and/or modernizing municipal infrastructure systems, including boiler houses, district heating networks, heating substations, water supply pumping stations, water supply networks, wastewater treatment facilities, etc.
Support the implementation of energy efficiency projects to ensure compliance with applicable standards and guidelines
Conduct technical trainings for stakeholders and represent team at conferences, workshops, and other events
Liaise with stakeholders; participate in project meetings and progress reviews
Support preparation of annual work plans and progress reports
Required Qualifications
Bachelor's degree in engineering, energy, or related field
At least 6 years of experience in the energy or energy efficiency sectors
At least 2 years of experience assessing and preparing energy efficiency projects for municipal utilities
Knowledge of project management cycle and regulations of international financial institutions (e.g., World Bank, EBRD)
Experience conducting energy audits or energy assessments for municipal utilities
Excellent written and verbal communication skills
Professional proficiency in English and fluent Ukrainian
Preferred but Not Required Qualifications
Master's degree in engineering, energy, or related field
Strong analytical skills; experience preparing technical data/inputs and reports
Energy audit and/or energy management certification
Knowledge of national and EU regulations related to the district heating and water supply sectors
Practical knowledge of best practices for energy efficiency in the municipal sector
Experience working for U.S. government-funded projects or other donor-funded projects
Line Management Responsibility: N/A
Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine to interact with local stakeholders.
