Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Outcome Mapping/Harvesting (OM/OH) Expert Consultant will be responsible in providing expert inputs to the OM activity, ensuring viability of outcome statements, the corresponding outcome mapping framework and tools to harvest a set of baseline outcomes, and manualizing the procedure for future use. The Consultant will also be the Team Leader, who will oversee the entire OM activity ensuring the completion of deliverables in a timely manner, and in form and substance acceptable to USAID.

 

Responsibilities:

  • Oversee the implementation of the task to ensure high-quality OM processes and effective outputs, in collaboration with the PIMMELA OM Technical Lead.
  • Facilitate online workshops with and provide mentorship to the SPCPS MEL core team during the entirety of the OM process.
  • Guide the design and execution of the OM baseline data substantiation to ensure a robust process and reliable results.
  • Train and supervise OM Assistants/Researchers to ensure accurate and effective application of OM data collection methodologies, resulting in high-quality data.
  • Supervise the processing and analysis of baseline data, ensuring alignment with SPCPS-GFA's goals.
  • Prepare the baseline OM report, synthesizing and presenting findings in relation to SPCPS-GFA's outcomes/impact.
  • Manage the development of user-friendly OM guides to ensure effective use in the on-going monitoring and evaluation (M&E) of SPCPS activities.
  • Collaborate closely with PIMMELA Technical Lead in the daily implementation of the OM activity.
  • Communicate regularly regarding progress, challenges, and recommendations related to the implementation of the task.
  • Supervise the members of the OH/OM team directly.

 

Qualifications:

  • Master's degree in social sciences, development studies, evaluation, or related field is required.
  • Minimum two years of experience in conducting baseline studies and evaluations required, preferably using OM or similar methodologies required.
  • Experience using and knowledge of Systems Theory in evaluation required.
  • Experience working in conflict-sensitive environments or on conflict prevention and stability programs is desirable required.
  • Strong analytical and report writing skills, with the ability to present complex information clearly and concisely required.
  • Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders preferred.
  • Professional written and oral communication skills in English required.
