Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech is recruiting a Payroll Specialist who will be responsible for the timely provision of financial and operational support to all program financial and accounting activities and for the implementation of financial systems, procedures and policies. The Payroll Specialist will ensure coordination and effective sharing of information and resources within the department. The successful candidate will work cooperatively with the Finance Director, employees, short-term consultants, and partner organizations to contribute to the success of the program. This position will report to the Finance Director and work closely with the entire project team to plan, coordinate, and track program support services and activities.
Position Responsibilities
- Provide support in salary calculations, collaborate with the outsourced payroll company, prepare salary slips for each pay period with distribution among the staff.
- Prepare or/and collaborate with the outsourced payroll company on the preparation of income or other related statements upon employees' requests.
- Make calculation of taxes withholdings from staff additional benefits (including health insurance, mobile allowance, etc.) and taxable reimbursements of the staff in collaboration with the outsourced payroll company.
- Prepare payment packages for transactions on payroll payments and any others related to taxes processing through the outsourced payroll company.
- Upload staff salary statements into the online bank application.
- Coordinate with the bank on the salary bank account issues.
- Serve as a backup for updating payroll entries in QuickBooks.
- Liaise with short-term consultants to process due payments, prepare acts of acceptance in a timely manner and collect all back-up documentation.
- Maintain a short-term consultants LOE tracker.
- Coordinate with the outsourced payroll company on long-term and short-term personnel issues and requests, including but not limited to vacation and sick leaves; Review and revise timesheets provided by the outsourced payroll company.
- Update and distribute templates of timesheets and leave request forms, revise the submitted timesheets and leave requests.
- Manage all time calculations, enter timesheet data (worked hours, used annual leaves and sick leaves), and analyze leave balances.
- Analyze and track annual leaves used under personnel policy and through the outsourced payroll company, prepare necessary documents for processing annual leave and sick leaves through the outsourced payroll company.
- Assist employees in preparing and submitting Travel Authorization Requests, Travel Expense Reports with the required supporting documents; Maintain a tracker of business travels.
- Performs other tasks as assigned.
Required Qualifications
- Bachelor's degree, in Accounting, Finances, Economics or Business Administration or other relevant field
- Minimum three (3) years of relevant experience
- Knowledge of accounting, tax and labor taxation of Ukraine
- Demonstrated and in-depth knowledge of financial operations procedures
- Highly motivated, energetic, independent, self-starter, with strong customer service orientation
- Highly organized with keen attention to detail and ability to prioritize multiple responsibilities
- Proficiency in computer applications including MS Office: Word, Excel, and accounting software QuickBooks
- Strong communications skills – both oral and written
- Fluency in English and Ukrainian
Preferred but Not Required Qualifications
- Experience supporting U.S. government or other donor-funded projects
Line Management Responsibility: N/A
Physical Demands and Work Environment: This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
