The Opportunity:
Tetra Tech is adding a Public Assistance Consultants to our Public Assistance team residing in the State of Texas in a Remote capacity. This is a project-based role with an estimated duration of 6 months, possibly longer if necessary. Candidates for consideration must have experience coordinating with the Texas Department of Emergency Management (TDEM)/HORNE/FEMA COVID-19 response invoice reviews.

Your Role:
Tetra Tech's Disaster Response Division currently has an opportunity for a Public Assistance Consultant in a Remote capacity residing in Texas. This position may require travel periodically for extended periods based on company need.
· Works with Project Manager to ensure that the PA Program is effective in meeting the needs of the Applicant.
· Advocate for the Applicant and assist in compliance with all FEMA laws, regulations, and policies.
· Maintains knowledge of grant programs to interact with Applicants, federal agency representatives, peers, and Project Manager.
· Establish and maintain relationships with Applicants, federal agency representatives, peers, and Project Manager.
· Assist drafting FEMA PA Project Worksheets for category A-G disaster-related activities including Special Considerations, and FEMA Cost Estimates (CEFs).
· Review and submit documentation in FEMA Grants Portal in support of Applicant projects, including Streamlined Project Application submissions.
· Assesses client situations; identifies and interprets federal regulations and uses knowledge and experience to determine method of project implementation.
· Keeps Applicants informed and educated and works with Applicants to resolve problems.
· Analyzes and resolves any unique project related events including FEMA Requests for Information (RFIs) and grant closeout requests.
· Design and ensure accurate project work records are maintained and accessible to meet Applicant needs and audit requirements.
· Responds quickly to managers, supporting the implementation of projects and organizational efforts to ensure timely, cost-effective delivery of high-quality products.
· Identification and collection of required supporting documentation.
· Organization of collected documentation and upload to required digital storage locations.
· Additional tasks may include: data analysis, data entry, data reconciliation, and other daily duties as assigned.
· Travel required, as needed.
· Conduct activities in line with internal procedures, legislation, and industry standards.
· Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
· Work in a safe manner at all times and report all health and safety incidents and concerns.
· Additional duties as required.
Required Qualifications:
· Bachelor's degree required.
· At least five (5) years of professional experience in emergency management or a related field.
· Coordinating with Texas Department of Emergency Management (TDEM)/HORNE/FEMA COVID-19 response invoice reviews.
· The ability to work 12-hour shifts as needed based upon DSHS request.
· Proficiency in Microsoft Office Suite products (including Word, PowerPoint, Excel, Teams, and SharePoint).

· Knowledge of applicable federal and state disaster response and assistance laws, including:
1. 44 CFR.
2. Stafford Act (Public Law 100-707).
3. Disaster Mitigation Act of 2000 (Public Law 106-390).
· Completion of relevant National Incident Management System (NIMS) Incident Command System (ICS) All-Hazards Position Specific training courses or credentials, including, but not limited to:
o ICS-100: Introduction to the Incident Command System.
o ICS-200: Basic Incident Command System.
o ICS-700: An Introduction to the National Incident Management System.
o ICS-800: National Response Framework, An Introduction.
o ICS-900: National Disaster Recovery Framework Overview.
o E/L0973: NIMS ICS All-Hazards Finance/Administration Section Chief Course.
o E/L0975 NIMS ICS All-Hazards Finance/Administration Unit Leader Course.
Preferred Qualifications:
· Master's degree preferred.
Physical Requirements:
· Prolonged periods sitting at a desk, driving in a vehicle, or working on a computer.
· Ability to walk on uneven terrain in adverse weather, occasionally.

· Fully remote with travel up to 30% of the time; typical travel will be M-F for 1 to 3 days at a time.
