Proposal Summary:  
MSI is pursuing the anticipated USAID/Sri Lanka Transparent and Accountable Governance (TAG) activity. Working in close coordination with USAID/Sri Lanka, the activity is designed to strengthen Sri Lanka's democratic and economic governance reform efforts by bolstering good governance, transparency, accountability, and anti-corruption.

Position Summary: 
The Public Transparency and Anti-Corruption lead will oversee the Objective 2 technical team dedicated to spearheading TAG's public transparency and the implementation of anti-corruption frameworks. This will be a full-time position based in Colombo, Sri Lanka. This position is contingent upon award

 

Responsibilities: 

  • Provide technical leadership of Objective 2 activities to strengthen public transparency and the implementation of anti-corruption frameworks. Activities will be determined by the project scope of work but will likely include some or all of the following:
  • Develop strategies and action plans to strengthen government public transparency and anti-corruption ministries and/or organizations to promote good governance.
  • Work with the Right to Information (RTI) Commission to promote implementation of the RTI law including strengthening the capacity of public sector transparency officers.
  • Work with CIABOC to strengthen the implementation of the Anti-Corruption Act (ACA) including capacity building of CIABOC investigators and training of public sector anti-corruption officers.
  • Develop training and technical assistance activities to improve audit and internal controls functions across the public sector.
  • Work with civil society organizations and support civic monitoring and oversight of anti-corruption and transparency initiatives.
  • Serve as a member of the project's senior management team and work with the team to coordinate and integrate approaches across the project's different objectives.
  • Contribute inputs to performance monitoring and evaluation plan development, data collection, analysis and reporting.
  • Develop communications materials to publicize Objective 2 achievements

Qualifications: 

  • A bachelor's degree or higher is required, with studies in relevant subject area(s), such as international development, governance, anti-corruption, rule of law, institutional reform, transparency, or another relevant field is preferred.
  • Five (5) years of experience working in designing, implementing, and monitoring anti-corruption initiatives.
  • Demonstrated ability to establish strong working relationships with government officials, non- governmental organizations, private sector actors, and donors.
  • Demonstrated knowledge and experience in implementing effective accountability, transparency, public oversight, audit and anti-corruption activities.
  • Intimate understanding of the local context, Sri Lankan anti-corruption institutions, anticorruption legal framework, key anti-corruption stakeholders, and intended beneficiaries.
  • Strong analytical and communication skills, including ability to engage stakeholder in dialogue, lead formal meetings, design and conduct training, and produce high quality practical analytical reports and knowledge products.
  • Preferred experience with USAID rules and regulations.
  • Prior experience in the region is preferred, with experience in Sri Lanka strongly preferred.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English, Tamil and/or Sinhala.
