Tetra Tech International Development Europe is Tetra Tech's European business unit focused on International Development. Flexible working available: We operate a hybrid working policy, with people working from the office two days a week and the rest working from home. People may choose to come in more often.

Job Overview and Reporting Line:

The Strengthening Peace and Resilience in Nigeria (SPRiNG) Programme aims to support a more stable and peaceful Nigeria, with the ultimate impact of benefiting citizens through reduced violence and increased resilience to climate change. It will achieve this by supporting Nigerian stakeholders in resolving conflicts and improving security, justice, and natural resource management in target areas.

SPRiNG will support locally led enhancements to conflict prevention, violence reduction, security, justice, and natural resource management; work to remove or lessen the impact of critical barriers to peace; and support partnerships for peace with like-minded international partners to multiply the funding spent by the FCDO.

SPRiNG is a politically led programme and is grounded in research, evidence, and science, including political economy, conflict analysis, and environmental science to ensure that the Programme is addressing the root causes of violence. SPRiNG is problem-driven, evidence-based, iterative, adaptive in approach, reflective, responsive, and scalable.

SPRiNG will seek to address a complex set of interwoven political, conflict, and ecological conflict drivers impacting security across North-West Nigeria.

Reporting Line: This role will report to the Regional Manager. 

Key relationships: MEL Lead, Programme Manager, Research and Evidence Lead, Advocacy and Coalitions Lead, Programme Officer, Regional Grants Officer, programme granteesand consultants.

Main Duties:

The SPRiNG programmeis seeking two very skilled and experienced Regional Monitoring, Evaluation, and Learning (MEL) Officers based in its regional hubs in Katsina. The Regional MEL Officer will be responsible for providing support to the implementation of the SPRiNG programme by ensuring the effective implementation of the Research, Monitoring, Evaluation, and Learning (RMEL) framework at the regional, state, and local levels. This will include supporting projects to effectively monitor and evaluate their results, articulate their learning, and reflect and adapt activities to maximise opportunities.

Monitoring and Evaluation

  • Support the implementation of the programme RMEL framework.

  • Act as project progress monitors: Visit projects to monitor and verify technical progress and reporting
  • Oversee the day-to-day collection of project data, monitoring interventions, and in-field verification. Manage and analyse this data to track regional portfolio progress towards programme outcomes.
  • Support the MEL Lead in tracking programme performance, gathering success stories and reporting project learning and adaptations for effective reporting to the programme leadership.
  • Support the programme in undertaking various studies such as evaluations, reviews and reports.
  • Facilitate tracking of media mentions and stakeholder feedback on programme interventions.
  • Input into the preparation of the programme's knowledge management products and visibility materials.
  • In collaboration with the Finance and Grants team, ensure that technical reports and work delivered reconcile with financial reporting

Partnership and Collaboration

  • Collaborate with grantees on a regional level on research and evaluation initiatives.
  • Collaborate with partners to establish their internal MEL systems, MEL plans, and data quality management procedures.
  • Assist grantees in developing concept notes and proposals, assisting with programme Theory of Change development, milestone means of verification and evaluative techniques to monitor progress.
  • Ensure that all grantees receive appropriate training and supportive supervision in monitoring and evaluation procedures, data collection tools, data management practices, and data quality procedures, aligning with the MEL Plan.
  • Identify partner capacity building needs in MEL to feed into the grantee capacity building development plan and opportunities and recommendations for improvement (training, support etc.)
  • Ensure projects meet programme reporting requirements.
  • Support quarterly project-level learning and adaptation sessions and the implementation of the stop/go framework

Cross-Portfolio Learning and Reporting

  • Collaborate with programme grantees to ensure knowledge-sharing, identify learning needs, and facilitate learning sessions between projects.
  • Support outcome harvesting and the identification of positive change stories.
  • Assist the MEL Lead in reviewing programme reports and documenting and consolidating programme lessons, stories of change, and good practice.
  • Work closely with the SPRiNG team to produce and gather data/evidence for the programme quarterly and annual reports (including KPI reports and the annual review/self-assessment report).

Data Management and Analysis

  • Develop and maintain accurate information in a project database, as well as ensure the accuracy and timeliness of electronic files.
  • Perform statistical analysis and data visualisation on Power BI and/or any other recommended software to ensure data-based decision-making.
  • Ensure data confidentiality and compliance with data protection regulations.
  • Ensure tracking of learnings and adaptations, and sharing with the programme team.

Aptitude and skills:

  • Any other professional course in RMEL will be an added advantage.

  • At least several years of solid, recurring, demonstrable experience in Monitoring and Evaluation in a relevant field of work.

  • Excellent understanding of programme cycle management

  • Demonstrated experience of working on an adaptive programme

  • Strong understanding of RMEl processes.

  • A demonstrated interest in the technical focus of the work covered by the SPRiNG Programme.

  • Experience in working with and building the capacity of local organisations and sub-grantees in RMEL processes.

  • Availability to live and work in Katsina and to periodically travel to project locations and Abuja as required.

Qualifications:

Relevant degree such as international relations, social sciences, political science, conflict management, or impact evaluation, etc.'
