Project Summary: 

The Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, managed by the U.S. Department of State's Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC). MENA MELS supports the design and implementation of rigorous research, assessments, evaluations and learning activities for NEA/AC and its operating units in 10 countries in the Middle East and North Africa: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen. Project services include third party monitoring, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. MENA MELS will conduct third party monitoring (TPM) through September 2026 to monitor, verify, and evaluate DoS-funded activities in in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

Position Summary: 
The Regional Third Party Monitoring Director will oversee all management, technical work and operations for the Regional TPM buy-in on MENA MELS and be the main liaison for NEA/AC. They will closely collaborate with the U.S.-based project Chief of Party who will provide quality assurance of all aspects of project delivery.

Responsibilities:

·       Provide overall project strategic and operational direction, technical leadership and management. Lead work planning, progress, oversight, operations, and project implementation.

·       Achieve timely program results efficiently and in compliance with NEA/AC and U.S. Government policies and procedures.

·       Respond to the Contracting Officer's Representative (COR) regarding to programmatic activities and lead regular check-ins with NEA/AC, Implementing Partners and home office Technical and Management meetings.

·       Oversee project management systems for finance and administration, logistics, human resources, and strategic operation.

·       Have primary responsibility for ensuring the quality and timely delivery of all monitoring, analysis, and reporting.

·       Approve all monitoring visit plans, support the field and home office staff in drafting deliverables, and review and approve all reports prior to their submission to NEA/AC.

·       Ensure timely completion of all deliverables including reports, evaluations, analyses, assessments, and deliverables that meet NEA/AC quality control and assurance standards.

·       Supervise project team, providing leadership and guidance to all staff members and directly supervise the Senior Monitoring, Evaluation, and Reporting Officer and the Finance and Operations Manager.

Qualifications:

·       Master's degree in relevant field required, preferably in a field such nutrition, public health, economics, sociology, social science or statistics required.

·       At least five years of experience managing activities in a non-permissive environment required.

·       Minimum of ten years of M&E experience, including conducting and managing quantitative and qualitative data collection and analysis required.

·       Minimum of seven years of experience managing diverse teams working on M&E, preferably including TPM required.

·       Previous experience working on TPM of humanitarian assistance programs in the MENA region is required.

·       Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs in the MENA region related to health and nutrition; Water, Sanitation and Hygiene (WASH); Agriculture and Food Security; Economic Recovery and Market Systems; Multi-purpose Cash Assistance; and Protection and Shelter/Settlements required.

·       Supervisory experience, including technical and administrative management of subcontractors required.

·       Ability to work in a fast-paced environment while remaining flexible and composed required.

·       Strong oral and written communication, analytical, interpersonal, and team management skills required.

·       Fluency in Arabic and English required.
