Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Researcher Consultant will be responsible for substantiation of outcome statements from various sources for a particular sector, and submission of the outcome data in a timely manner. The Consultant will support the outcome mapping and outcome harvesting research focusing on outcome harvesting, translation, and transcription. This position will report to the Outcome Mapping (OM)/Harvesting Expert.

 

Responsibilities:

  • Gather qualitative data from stakeholders, residents, and others through various outcome harvesting methods, interviews, virtual workshops, communication across distances such as surveys, telephone, or email, and written documentation.
  • Review various documents such as reports, publications, news releases, social media, etc. to harvest information related to the outcomes, using the OM guide. 
  • Organize the data related to the outcome statements and submit in a timely manner for processing and analysis.
  • Translate to English the gathered information through the various outcome harvesting methods. 
  • Transcribe recorded interviews conducted by the team.

 

Qualifications:

  • Bachelor's degree in social sciences, research methods, languages, or a related field required.
  • Minimum two years of experience in data collection, translation, and transcription required.
  • Strong analytical and organizational skills required.
  • Written and oral proficiency in English required. Familiarity with Papuan languages is preferred.
