Tuvalu Australia Partnership for Quality Education (TAPQE) – The Program

Tuvalu Australia Partnership for Quality Education (TAPQE) is administered by Department of Foreign Affairs and Trade (DFAT). TAPQE aims to strengthen education sector performance and Australia's Pacific relationships, driving shared prosperity and progress. TAPQE has a focus on stronger literacy and numeracy outcomes; more equitable and relevant education pathways; and more inclusive, evidence-based and efficient government systems. The program creates opportunities for shared learning and solutions, requiring unique approaches to effectively address local challenges within resource constrained environments The program is tailored to the local cultural context and government priorities – through Tuvalu's Ministry of Education and Human Resource Development (MEHRD) – and stakeholders, including teachers, school and community leaders, and parents.

The Role

Step into a pivotal role shaping Tuvalu's future education pathways! As the Secondary Schools Pathway Adviser, you'll lead the charge in transforming secondary school and vocational education options to ensure they are relevant, inclusive, and aligned with labour market needs. This is your opportunity to design innovative strategies, drive curriculum reform, and champion pathways that open doors to employment and further study for all learners—including girls and students with disabilities.

You'll work hand-in-hand with MEHRD staff, TAPQE officers, principals, and teachers, building local capacity and ownership so programs are sustainable and industry-linked. From mentoring educators to forging strategic partnerships, your expertise will influence policy, empower communities, and create real-world impact. Collaborating closely with the GEDSI Adviser, you'll embed gender and disability inclusion into every initiative, ensuring no learner is left behind. This position is fully based in Tuvalu for the duration of the assignment.

Key responsibilities

  • Lead development, implementation, and review of TAPQE's TVET technical strategy and work plan.
  • Engage stakeholders on technical matters, supporting skills and training activities, partnerships, and opportunities.
  • Provide technical input into Tuvalu TVET Policy and Action Plan.
  • Review and revise Years 10–13 vocational curriculum, aligning with national and regional frameworks and integrating climate change and future workforce needs.
  • Manage strategic partnerships between industry employers and TVET providers.
  • Design and deliver professional development for vocational teachers and principals, including mentoring MEHRD staff.
  • Develop and implement secondary school pathways strategies and plans.

Selection criteria

  • Post-graduate degree in TVET or related field, with extensive experience in vocational education design and implementation, ideally in schools and cross-cultural settings.
  • Strong knowledge of TVET best practices, curriculum development, and Tuvalu's education context; ability to integrate gender and disability inclusion.
  • Proven ability to mentor local counterparts, build sustainable systems, and manage strategic partnerships with industry and education stakeholders.
  • Familiarity with DFAT policies and reporting standards; ability to deliver high-quality outputs under tight deadlines.
  • Excellent communication, problem-solving, and teamwork skills; adaptable and collaborative approach in low-resource environments.
