Responsibilities:
We are seeking a highly skilled and experienced Senior Civil Engineer to lead our civil engineering department. This leadership role requires a professional with a strong background in water resources, stormwater management, stream restoration, and environmental engineering, combined with proven project management and team leadership experience. The ideal candidate will mentor and supervise junior engineers and technical staff while managing complex infrastructure and environmental projects that promote community resilience and sustainability.
• Lead, mentor, and supervise a department of junior engineers, design technicians, and support staff, fostering professional development and collaboration across technical and field teams.
• Manage technical and budgetary aspects of projects including stream restoration, wetland mitigation banking, stormwater TMDL retrofit, watershed analysis, floodplain studies, and construction oversight.
• Oversee project design, permitting, construction management, and regulatory compliance in environmental and water resources engineering.
• Coordinate with local government agencies, environmental organizations, and community stakeholders to secure project alignment with public interests and regulatory requirements.
• Develop and review engineering calculations, construction drawings, technical reports, grant proposals, and client deliverables.
• Lead client development, proposal preparation, and business growth initiatives, balancing technical excellence with client management.
• Identify new business opportunities and cultivate client relationships to expand the department's project portfolio and market presence.
• Collaborate with marketing and leadership teams to develop strategic plans and participate in networking events, conferences, and industry forums to enhance brand visibility and generate leads.
• Ensure adherence to safety protocols and promote a culture of health and safety within the department.
• Maintain professional certifications and pursue continuous development in geotechnics, floodplain management, and emerging water resources technologies.
• Manage project timelines, budgets, and resources to complete projects on schedule and within budget.
• Foster innovation by integrating advanced software and modeling tools such as AutoCAD Civil 3D, HEC-RAS 1D/2D, HydroCAD, ArcGIS, and AI for Water Resources in project workflows.
• Conduct activities in line with internal procedures, legislation, and industry standards.
• Pursue continuous professional development and maintain a high degree of discipline, knowledge, and awareness.
• Work in a safe manner at all times and report all health and safety incidents and concerns.
• Additional duties as required.
Qualifications:
• Bachelor's degree in Civil Engineering.
• Eight (8) to 10 years of progressive experience specializing in water resources, environmental engineering, stormwater management, and stream restoration.
• Registered Professional Engineer (PE) with licenses in Virginia and North Carolina required.
• Willingness and ability to travel as needed, no more than 10%.
• Certified Floodplain Manager (CFM) certification, preferred.
• Demonstrated supervisory and mentorship experience managing diverse technical teams across field and office environments.
• Proficient in Microsoft Office Suite, AutoCAD Civil 3D, Carlson CAD, HEC-RAS, SRH-2D, HydroCAD, ArcGIS, and related software.
• Strong technical report writing, grant writing, and training development skills.
• Proven project management experience from client acquisition through project execution and close-out.
• Excellent verbal and written communication skills, with the ability to clearly articulate complex technical concepts to clients, regulators, and team members.
This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.

The position includes a combination of office and fieldwork. Candidates will work outdoors in various weather conditions and may need to travel to different project sites. Prolonged periods of remaining stationary will be necessary while using computers to prepare reports and collaborate with team members. Adherence to safety protocols and wearing personal protective equipment (PPE) is essential.
Language & Communication Skills: Strong verbal and written communication skills are essential for this role. The candidate must be able to clearly articulate technical concepts related to stormwater and infrastructure to non-technical stakeholders, prepare detailed reports, and effectively collaborate with team members and clients. Proficiency in the English language is required, and additional language skills may be beneficial.
Other Skills: Instructions: In addition to proficiency with engineering software and Microsoft Office, expertise in Geographic Information Systems (GIS) and advanced water resources modeling tools such as HEC-RAS and HydroCAD is preferred. Familiarity with AI applications in water resources and basic programming or scripting skills for data analysis and process automation are also beneficial.
