The opportunity

The Role:
This position will support the government of Vanuatu (GoV) earthquake recovery under its new Recovery and Resilience Act. The earthquake is Vanuatu's first disaster since parliament passed the Recovery Act in 2024. This position will assist the GoV to develop policy and procedures under the Act that will shape the country's recovery from the earthquake. A key part of this high-profile role will be to support the National Recovery Committee, comprised of Directors General, to deliver the recovery agenda. This role will report to the Director General of the Prime Minister's Office and the Director of the Department of Strategic Policy, Planning and Aid Coordination.
Key responsibilities
- Drawing on lesson learned from disaster recovery in other parts of the world, provide the government of Vanuatu with support for:
- Risk identification and management, Recovery sequencing, Monitoring, Stakeholder Communications and Donor partner coordination
- High Level coordination and secretariat support to the NRC including Forming the twice weekly NRC meeting agenda in consultation on NRC Chair
- Sub-committee (similar to Clusters) coordination including:
- Developing mechanisms to ensure effective communication and information sharing
- Support to sub-committees to deliver effective reporting including policy and program proposals
Selection criteria
- Senior leadership experience in post-disaster recovery. Qualification in Training/Mentoring/Coaching Qualification in disaster management or related field is desirable
- Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus
- At least 10 years humanitarian field experience working to support disaster preparedness, response and recovery ideally in the Pacific
- Extensive experience with disaster recovery and capacity to advise the Director General PMO on disaster preparedness, response and recovery issues.
- Demonstrated ability to develop and review emergency response planning
