Project Summary:
MSI is a partner of EnCompass LLC in the execution of the Monitoring, Evaluation and Learning (MEL) Platform for USAID in Senegal. The objective of the support contract, the Platform, is to support USAID/Senegal in its performance management and contribute to the establishment of a sustainable MEL culture in Senegal through holistic engagement and the strengthening of local actors and institutions. The Platform facilitates evidence-based decision-making to support adaptive mission management, engage USAID partners in their continuous improvement efforts, and provide capacity building for local partners and service providers. The Platform reinforces locally led development by working in a participatory evaluation approach with Platform staff. The Platform will work with USAID/Senegal to conduct an update of the environmental analysis, commonly referred to as the 118/119 analysis, which was conducted in 2020. As part of the documentation for the USAID 2025-2030 Country Development Cooperation Strategy (CDCS), USAID/Senegal is required by Sections 118 and 119 of the Foreign Assistance Act, as amended, to prepare an analysis of tropical forests (FAA 118) and biodiversity (FAA 119) in Senegal. The Mission believes that the 2020 environmental analysis is still broadly relevant though some isolated changes in the status and context of forests and biodiversity may have occurred. One key area the update should further explore is the extractives industry, where Senegal is emerging as a significant producer of oil and gas, supported by the policies of the Government of Senegal. The environmental analysis will include an update of the existing information to capture major changes to the status of tropical forests and biodiversity during the last five years, including changes to biophysical status, legal and policy contexts, and government and development partner programs. This analysis will include key stakeholder consultations and desk reviews of government policies, environmental impact assessments, and any relevant actions plans.

Position Summary:
The Senior Environmental Analyst will oversee an environmental analysis for USAID/Senegal, coordinating a two-person team. The Analyst should bring expertise in the environment sector. The Analyst will not be expected to travel to Senegal and all work can be conducted remotely. This is a Short-Term Technical (STTA) position that reports to the Senior Monitoring and Evaluation Specialist on the Platform. The expected period of performance will run from January 2024 to May 2025, and the level of effort is estimated to around 31 working days.
Responsibilities:
- Develop a workplan for the assignment within two weeks of onboarding, in collaboration with a Environmental Analysis Specialist.
- Submit a weekly progress report during the data collection phase.
- Orient the team and organize the distribution of work among the team members and coordinate the contributions of the environment expert, under the supervision of the Platform Task Manager.
- Conduct a desk review, including where significant changes (laws, policies, donor projects, changes to protected areas) have occurred since the environmental analysis was conducted in 2020.
- Discuss the preliminary findings on information gaps and areas to be updated with USAID/Senegal.
- Develop list of key informant interviews and conduct interviews in French with relevant stakeholders and organizations.
- Produce detailed interview notes after each interview and weekly progress reports during data collection phase.
- Develop an approach for how notes will be captured by the evaluation team.
- Coordinate the process of exploiting and analyzing the data collected, in collaboration with the other evaluation team members, to produce the evaluation report.
- Guide the development of the findings and conclusions table.
- Present initial findings of the analysis to USAID/Senegal.
- Guide a workshop to present recommendations matrix with relevant stakeholders.
- Serve as lead writer for the analysis report, integrating comments as needed.
- Develop and deliver a team presentation of findings for USAID/Senegal and respond to USAID questions on the presentation.
- Oversee revisions process in order to finalize final analysis report with executive summary.
- Perform any other tasks or activities necessary for the success of the evaluation.
Qualifications:
- Master's degree in environmental studies, such as forestry or agroforestry is required
- Minimum 10 years of experience in environmental-focused analyses or assessments is required.
- Experience in conducting environmental analyses as laid out in the U.S. government Foreign Assistance Act in Sections 118 and 119 is required.
- Experience drafting environmental analysis reports as Principal Writer or contributed to at least three reports is required.
- Ability to read, write, and speak in English and French is required.
