Project Summary: 

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:

The Senior Monitoring and Evaluation (M&E) Specialist position will provide monitoring and evaluation technical support to USG agencies and implementing partners in Ukraine, as requested by the Department of State. The Senior M&E Specialist will work closely with the Field Team Leader to oversee, coordinate, and ensure the quality of the work of the technical teams, including the review and development of M&E frameworks with USG agencies and implementing partners'. Additionally, the Senior M&E Specialist will support the effective management of all stakeholders, both US and Ukraine. This position is based in Kyiv, Ukraine.

Responsibilities:

  • Support the Field Team Leader in all technical areas, including coordination of the work of the technical team, quality assurance, and management of key stakeholders.
  •  Identify needs within the expert team for further training and support.

  •  Potentially undertake line management responsibilities of members of the technical team.

  •   Support USG agencies and implementing partners to develop M&E frameworks, logic models and indicators, and other M&E-related documentation to help them continue to assess their progress toward achieving their goals.

  •  Lead quarterly data collection from USG agencies and coordinate with the technical team to review the data received and ensure its accurate entry into the MEASURE database.

  • Oversee and regularly review the MEASURE database to ensure the accuracy, completeness, and consistency of all entered data.

  •  Identify data-related challenges, coordinate with technical staff to resolve them, and implement practical solutions to improve data management.

  • Prepare responses to requests from the Department of State related to the MEASURE database and the technical support provided by MEASURE to USG agencies.

  • Contribute to MEASURE deliverables by analyzing data, presenting data in a user-friendly format, and summarizing progress toward stated outcomes.

  •  Review the MEASURE deliverables to ensure the accuracy of technical data.

  •  Support field monitoring visits and data quality assessments by providing analytical input.

  • Update the evaluability assessments for clusters of projects, if needed.
  • Supervise the field team support to evaluation teams.
  • Where necessary, design, review, and implement primary data collection (through observations, key informant interviews, and focus groups) to ensure that collected data is accurate.
  • Analyze data and synthesize research findings into succinct reporting.

Qualifications

  • Master's degree in social sciences, international development, economics, or other fields closely related to MEL required.

  • Minimum of 6 years of experience in international development required.

  • Minimum 3 years of concentrated experience in applied data collection research or MEL data collection required.

  • Strong background in MEL processes and knowledge of MEL tools required.

     

  • Experience with USG-funded development programs and MEL systems for USG-funded programs is required.

     

  • Fa

    miliarity with donor-funded programming in Ukraine is required.

     

  • Proficiency in Ukrainian is preferred.

  • Excellent written and spoken English is required.
