Through the Scaling Up Renewable Energy (SURE) program, USAID and Tetra Tech help partner countries power economies, meet international climate commitments, and strengthen energy security via private investment in, and competitive procurement of, clean electricity. USAID is supporting the Government of Egypt in the Nexus for Water, Food, and Energy (NWFE) Energy Pillar (N-EP). The one-to-two-year Bridge Support for the USAID Energy Activity will advance technical assistance needs in areas identified in the USAID energy assessment, build relationships in the energy sector and pilot first technical assistance activities. Activities could range from advancing grid modernization and flexibility for the integration of renewable energy (RE) and other advanced technologies, support the development of open, transparent, procurement of renewable energy and markets, advance planning for the adoption of RE and advanced energy technologies to support the deployment of demand-side solutions and distributed energy resources.
Tetra Tech is seeking a short-term Senior Project Operations & Events Associate Specialist to support the implementation of this new USAID activity. The Senior Project Operations & Events Associate Specialist must have the ability to legally work in Egypt. The role is an independent consultant role which can be either full- or part-time, and hiring is contingent upon USAID approval. Senior Project Operations & Events Associate Specialist will:
- Serve as a Home Office Project Manager coordinating operational, administrative and financial items on a variety of activities supporting Chief of Party, activity lead, and Technical Advisors
- Support the start-up and close-out of activities, the mobilization and demobilization of project consultants and draft relevant project manuals and guidance documents.
- Support the preparation of contractual deliverables and coordinate submission to the client.
- Maintain the electronic project shared folder deliverables, documents, reports, photos and other information and upload to the client portals as required.
- Support procurement of goods and services by drafting solicitation documents, conducting market research and competitor analysis, preparing evaluation memos, preparing contract requisition forms, providing inputs for consent to subcontract requests, and drafting and submitting requests for client approval of travel and technical tasks.
- Provide meeting support including preparing agendas, taking and distributing meeting minutes, and following up on action items and maintain trackers for approvals, travel, deliverables and project status meeting items.
- Lead travel and make logistical arrangements for workshops, conferences, and/or study tours.
- Support the SURE communications lead in preparing communication material for local stakeholders and USAID mission representatives
- Coordinate with the contracts representative to ensure project compliance with contractual requirements.
- Coordinate with clients, subcontractors, and vendors regarding project budgets, travel, scopes of work, and operational matters and coordinate recruiting and onboarding short-term consultants.
- Prepare and maintain project budgets, financial trackers, financial reports, review accounts payable vouchers, subcontractor, consultant and client invoices and monitor invoices/budgets against contracts/subcontracts to mitigate cost overruns.
- Continuously identify ways to streamline the operating unit's approach to project implementation with the development of policies, procedures and checklists
- Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment
- Ability to travel in-country
Minimum qualifications
- Bachelor's degree in international development/studies, business administration, communications, political/social sciences or another related field
- 5 years of relevant project management and/or operations experience on USAID, MCC, or other multilateral donor projects
- Excellent written and verbal communication skills, capable of conveying complex information effectively.
- Strong analytical and problem-solving skills
- Proficient in research using primary and secondary sources.
- Self-sufficiency and ability to work independently.
- Capacity to manage multiple tasks simultaneously and prioritize as needed.
- Strong organizational, teamwork and technical skills.
- Proficiency in meeting deadlines both independently and collaboratively.
- Ability to produce accurate and timely documents.
- Exceptional listening skills and commitment to customer service.
- Proven capability to thrive in a fast-paced, deadline-oriented environment.
- Strong attention to detail
- Advanced proficiency in Microsoft Excel, Word and PowerPoint
- Fluent in oral and written English and Arabic communication.
Valued qualifications
- Previous experience with energy projects and the energy sector in Egypt is valued but not required
- Familiarity with USAID rules and regulations for travel, allowances, and procurement
