Through the Scaling Up Renewable Energy (SURE) program, USAID and Tetra Tech help partner countries power economies, meet international climate commitments, and strengthen energy security via private investment in, and competitive procurement of, clean electricity. USAID is supporting the Government of Egypt in the Nexus for Water, Food, and Energy (NWFE) Energy Pillar (N-EP). The one-to-two-year Bridge Support for the USAID Energy Activity will advance technical assistance needs in areas identified in the USAID energy assessment, build relationships in the energy sector and pilot first technical assistance activities. Activities could range from advancing grid modernization and flexibility for the integration of renewable energy (RE) and other advanced technologies, support the development of open, transparent, procurement of renewable energy and markets, advance planning for the adoption of RE and advanced energy technologies to support the deployment of demand-side solutions and distributed energy resources.

Tetra Tech is seeking a short-term Senior Technical Expert (Energy Efficiency) Specialist to support the implementation of this new USAID activity. The Senior Technical Expert (Energy Efficiency) must have the ability to legally work in Egypt. The role is an independent consultant role which can be either full- or part-time, and hiring is contingent upon USAID approval. Senior Technical Expert (Energy Efficiency) Specialist will:

• Work with Egyptian energy sector stakeholders on planning, modeling, and analysis related to improving energy efficiency in the electricity sector
• Manage tasks and activities related to energy efficiency and Demand-side management (DSM) such as:
  • Demonstrate opportunities for energy efficiency
  • Support training and certification for energy auditors
  • Build capacity of the private sector to implement energy efficiency projects and business models
  • Prepare clean energy and energy efficiency projects for investments
  • Help distribution companies design and implement energy efficiency and DSM programs
  • Support adoption of modern energy services and advanced technologies such as micro-grids, electric vehicles, energy storage etc.
• Provide technical assistance, training, pilots and potentially study tours on the aforementioned topics
• Manage work done by subcontractors with relation to the aforementioned topics
• Act, in a proactive manner, to find opportunities that meet USAID's and the host government's expectations
• Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment
• Ability to travel in-country

Minimum qualifications

• Minimum of bachelor's degree (master's degree preferred) engineering, economics or related field
• At least 8 years of recent experience working in the energy sector, including in the electricity sector and at least 5 years in Egypt
• Profound experience with and understanding of identifying, analyzing and implementing energy efficiency measures in the electricity sector
• Experience designing and implementing work plans for energy projects, including managing teams, carrying out field work, producing written deliverables, and managing stakeholders
• Technical knowledge about Egypt's electricity systems and command of Egypt's electricity legal and regulatory framework
• Prior working relationships with Egypt's main government energy institutions and private sector energy companies
• Strong project management and coordination skills
• Fluent in oral and written English communication.

Valued qualifications

• Fluent in Arabic communication
• Familiarity of similar donor programs
• Experience communicating technical content to a broad audience
