Tamkeen Programme Coordinator - Muscat, Oman

Background

Oman Economic Programme: From November 2022 – March 2026, Tetra Tech is implementing the Oman Economic Programme (OEP) for the British Embassy Muscat (BEM) and the Government of Oman (GOO). The programme provides technical assistance to the Government of Oman on economic reforms, including expansion and management of the Women's Mentoring Programme, ‘Tamkeen'

Tamkeen, Women's Mentoring Programme: is an initiative by the British Embassy in Muscat supports the empowerment, agency, professional and personal aspirations of young Omani women, as well as accompanying them to develop their own initiatives across the Sultanate of Oman. Tamkeen brings together women across sectors and regions and provides a platform for those who have an interest in being a mentor or mentee in a supportive environment which fosters collaboration and growth. Six cohorts have participated so far across Muscat, Sohar and Nizwa, with further cohorts to be delivered in selected regional locations in Oman as part of the programme's continuation and expansion.

Tetra Tech and The Human Edge (lead technical partner for Tamkeen) are required to:

  • Manage the expansion and delivery of the Tamkeen programme, including engaging with key partners and institutions at regional level to raise awareness and uptake of mentors and mentees to the programme – ensuring quality delivery and programme evolution in a range of areas. 
  • Support a thriving locally-led network community of Tamkeen alumni from across Oman, through a range of events, communications and resources – fostering network-building, ongoing learning and professional development and creating opportunities for collaboration within the community as well as other sector networks and initiatives.

 

Tamkeen Programme Coordinator Role

The Programme Coordinator focusses on ensuring effective participant outreach, regional awareness raising and collaborations, cohort and alumni engagement, and delivery of a range of activities and events in Oman, with guidance from implementing partners and day to day accountability to The Human Edge and Tetra Tech.

The Tamkeen Coordinator's specific tasks include (with an approximate overall percentage of time associated with the work areas):

Participant Communications and Coordination (30%)

Ongoing proactive interaction and support for programme participants and alumni:

  • Lead as the focal point of contact for over 300 programme participants and the Tamkeen alumni network via WhatsApp, email, and events
  • Prepare planned communications leading up to programme delivery and activities, and ensure prompt responses to participant queries and support requests on an ad hoc basis
  • Translate documents, communications and/or knowledge products into Arabic and provide interpretation if/when needed during events

Events Planning and Management (30%)

End-to-end planning, execution, and follow-up of events and activities:

  • Contribute to a thorough, relevant and timely approach to planning and coordinating an estimated 15–20 events and activities
  • Organise events, from conception to delivery and follow-up – including preparing checklists, engaging suppliers, and ensuring high-quality logistical arrangements
  • Handle all event logistics including venues and platforms – online and in-person
  • Work collaboratively with all relevant partners during the in-country delivery of training and other Tamkeen events
  • Prepare detailed event briefs for speakers, panellists and presenters, including senior stakeholders

External Stakeholder Relationship Development and Management (15%)

Engagement and coordination with partners, institutions, and suppliers:

  • Coordinate day-to-day programme activities, including procuring external supplier services and establishing external relationships
  • Initiate and develop engagement and collaboration with key actors and institutions at the regional level for uptake of future cohorts
  • Prepare relevant and quality communications about the programme - for social media, outreach flyers, press releases, and other materials and channels as relevant

Administration and Logistics (15%)

Supporting materials and logistical functions that underpin programme operations:

  • Prepare programme materials, including presentations and handouts
  • Prepare and monitor activity budgets, including liaising with/managing local suppliers' quotations and payments
  • Any other reasonable task within the overall remit of Tamkeen and the Programme Coordinator's role

Data collection, analysis and reporting (10%)

Timely and relevant monitoring and evaluation of project progress and results – to share learning, outcomes and insights for internal and external audiences:

  • Lead on participant ongoing support and monitoring activities, data collection and reporting for current and future participants, and the alumni network
  • Prepare, circulate and synthesise feedback from participant surveys
  • Conduct case study and testimonial interviews, and preparing engaging stories of change
  • Prepare monthly, quarterly and annual programme syntheses, analysis and reports

Location and duration

Location: Oman, based in Muscat with travel outside Muscat as required, up to 2-3 weeks per quarter
Starting date: May/ early June 2025
Duration: 11 months
Number of working days: This is a full-time role for a period of 11 months (May 2025-March 2026). Partners are however willing to discuss an arrangement for part-time contracting (minimum 70% time) for the selected candidate.

Deliverables

  • Participant communications, and ad hoc English to Arabic translation
  • Weekly updates to project management team, including meeting notes, actions, programme tasks and responsibilities
  • Monthly, quarterly and annual reports to the Programme Team, with summary of programme and communication activities and results
  • Robust supplier management and tracking system, ensuring supplier payments and processes are managed in a timely manner
  • External communications materials, resources and insights
  • Programme communications and administrative materials
  • Approximately 15-20 cohort and community events effectively prepared and delivered throughout June 2025 – March 2026

Profile required

Required

  • University degree in social studies, economics, political science, education, psychology or a related field
  • Experience of project/ programme management
  • Professional working knowledge of English and Arabic
  • Excellent knowledge of the Omani institutional context, including associations and universities, relevant networks and agencies/ actors in Muscat and at regional levels
  • Demonstrable professional skills in events organisation, communications, planning, teamwork, autonomy and initiative
  • Flexibility and adaptability
  • Excelling reporting and writing skills
  • Literate in all standard IT packages and software including Excel, Miro, Canva, Calendly etc
  • Ability and willingness to travel outside Muscat for events/ training, over periods of a week or more

Desirable

  • Minimum of 5 years' professional experience
  • Background and experience in adult learning and development
  • Background or experience with mentoring programmes/ women's leadership initiatives
  • Experience and skills in qualitative and quantitative data collection – design of tools, synthesis, analysis and reporting.
