The Programme

The Monitoring, Evaluation, Research and Learning (MERL) Support for Climate Investment Fund for Pakistan (CIFPAK) programme is a 5.5-year FCDO-funded assignment expected to start in November 2025.

CIFPAK aims to crowd in private climate finance using a blended finance approach (public/ private, concessional/ non-concessional), supported by targeted technical assistance. It will have a specific focus on mobilising private investment for climate adaptation. The programme is supporting the delivery of Pakistan's National Adaptation Plan and Nationally Determined Contributions. It will also aim to deepen Pakistan's capital markets to unlock new sources of private capital through the development of innovative green financing instruments.

The independent MERL of CIFPAK will support the delivery of the programme.

The primary purpose is to deliver an independent MERL function for FCDO's CIFPAK programme to assess delivery against the programme's theory of change and maximise the programme's value for money.

The secondary purpose is to strengthen the global evidence base on private Adaptation and Resilience (A&R) finance mobilisation, providing FCDO with new and quality evidence on what works effectively when seeking to mobilise private adaptation finance.

 

The Role

The Team Leader will lead effective programme implementation, including stakeholder engagement, research, monitoring and evaluation, and delivery of timely ad quality outputs through the oversight and direction of technical leads and short term technical experts. They will have the ability to build rapport with key government institutions and implementers of FCDO's climate finance initiatives, driving delivery and influencing decision making and efforts. They will possess the ability to control and manage the programme to a successful completion for FCDO whilst adding real value for the Government of Pakistan. The Team Leader will oversee all technical aspects of the programme, aiding and troubleshooting when necessary, and devise a strategy that will bring sustainable results. And engage with a wide array of stakeholders of such as the FCDO, Government of Pakistan, private sectors partners and/or development finance institutions, etc.

The role will be based in Islamabad, with travel to provinces as and when required for oversight, coordination and stakeholder engagement.

 

The Person

 

Essential: 

  • An advanced university degree (or equivalent) in the fields of international development, finance and economics, business administration or another relevant field.
  • 15 years+ of professional experience in the fields of the programme, preferably in Pakistan or South Asia.
  • Proven experience of successfully leading and managing multi-disciplinary technical and operational teams in challenging and fast-changing contexts, with demonstrated results and impact.
  • Track record of effectively monitoring and evaluating climate finance activities and programmes, including evidence synthesis, lesson learning and ICF KPIs.
  • Experience managing complex, multi-faceted monitoring and evaluation, research and learning donor-funded programmes in challenging and fast-changing environments.
  • Excellent communication (written and verbal and diplomatic skills) and experience in dealing with high-level officials.
  • Excellent report writing skills and ability to undertake quality assurance of research and evaluation products.

Desirable

  • Knowledge and experience of delivering FCDO programmes, including ensuring Value for Money throughout the project lifecycle.
  • Experience working with IFC, BII and the World Bank.

    • Sustainable development and green growth
    • Private climate finance mobilisation
    • Climate mitigation
    • Climate adaptation and resilience
    • Development finance institutions (DFIs)
    • Green capital markets development
    • Business enabling environment and ecosystem development
