Tetra Tech is adding an Unexploded Ordnance (UXO) or Explosive Ordnance Disposal (EOD) Personnel to join our team as a Technical Advisor (TA) for Field Operations (TA-FO) to work on an international project in Lao People's Democratic Republic.

Position Summary:
The TA will report directly to the Tetra Tech Task Order Leader (TOL) on all operational support issues. The TA will be a qualified EOD Level 3+ operator tasked to support the UXO Lao HQ Operations Unit and the provinces. The TA will be based in UXO Lao's operational provinces and support field operations across the UXO Lao operational work cycle. The TA-FO will also provide limited support to the NRA's operations, quality management, and information management as requested by the NRA and approved by the TOL.
Essential Job Functions:

• Provide Technical Expertise: Deliver advanced EOD/UXO technical support to UXO Lao operations, ensuring compliance with IMAS and national standards.
• Operational Oversight: Monitor and evaluate all aspects of survey, clearance, and EOD roving tasks through regular field visits; identify issues and recommend corrective actions.
• Capacity Building: Mentor and develop local UXO Lao staff from Deminers to Provincial Coordinators, improving operational efficiency and adherence to best practices.
• Work Planning & Coordination: Collaborate with UXO Lao's provincial leadership to review monthly work plans, align priorities, and ensure timely completion of high-priority tasks.
• Quality Management: Ensure teams operate according to UXO Lao SOPs and IMAS standards; support quality assurance and reporting processes.
• Support Services Oversight: Monitor provincial support functions (finance, logistics, fleet, stores, HR/admin) to maintain operational readiness and compliance.
• Reporting & Documentation: Maintain issue logs, brief senior management after field visits, and contribute to TBOM reporting and progress tracking.
• Cross-Functional Collaboration: Work alongside other Technical Advisors (Logistics, Finance, Information Management, and Quality Management) to integrate operational improvements.
• Perform additional duties as assigned and required.
Required Qualifications:
• Certificate of completion from a UXO or EOD program.
• At least six years of specialized experience in CWD and/or HMA management.
• Valid driver's license and passport with at least 1 year before expiration.
• Knowledge of applicable US DoD and IMAS standards, industry, and international best practices.
• Overseas work experience required, preferably for two or more years.
Preferred Qualifications:
• Associate's or Bachelor's degree is preferred for senior-level positions.
• IMAS Level 3 required, IMAS Level 3+ preferred.
• Knowledge of Host Country requirements and culture is preferred.
• Relative experience in Southeast Asia required, Laos preferred.
Physical Requirements:
• This role requires the ability to work in challenging field conditions, including prolonged periods on uneven terrain in a hot and humid climate.
• Must be physically robust, capable of sustained activity under intense operational demands, and able to function effectively in environments focused on explosive ordnance disposal.
Work Environment / Environmental Factors:
• Predominantly field-based in rural locations, but also requires office-based time for reporting and meetings.
Additional Information:
• TAs work 3 weeks on (21 days consistently), 1 week off, and working hours are 0800-1600.

Compensation:
Pay commensurate with experience.
