Project Summary:

The Monitoring, Evaluation and Learning Services in the Middle East and North Africa (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments, and research; analysis and synthesis; learning and utilization; and MEL capacity building and training.

 

The MENA MELS Activity is managed from within MSI's Strategy, Evaluation and Analysis (SEA) practice area, which oversees all of MSI's monitoring, evaluation and learning (MEL) projects. It is a dynamic practice within the company that strives for excellence and innovation across all activities, encompassing a range of sectors, including education, health, economic growth, democracy and governance, gender, capacity building and policy reform. SEA has 20 MEL Specialists in the U.S. and more than three dozen in our field-based projects overseas.

Position Summary:

The Technical Director (TD)/Chief of Party (COP) will be responsible for all aspects of project, technical, financial, and personnel management. The TD/COP must have strong interpersonal skills to manage collaboration across an interdisciplinary team that considers the technical quality and user-centered learning approaches. The TD/COP will be the principal interlocutor between MSI's team members and USAID and be responsible for the overall quality of all deliverables. The TD/COP must have strong management skills to ensure clear communication within the MELS team, USAID, and other implementers.

 

Responsibilities:

  • Provide overall leadership for the implementation of the project while ensuring compliance with USAID requirements and regulations and MSI policies and procedures.
  • Oversee fulfillment of all contract delivery requirements including reports.
  • Manage and supervise the work of project personnel and subcontractors to achieve project objectives and targets and ensure timely implementation.
  • Oversee internal management of the project including budget, procurement, and security.
  • Serve as principal liaison with USAID, counterparts, and stakeholders.

 

Qualifications:

  • Master's degree in a social science, project management, international development, public policy, business, or related discipline.
  • Minimum eight years of experience managing development programs.
  • Minimum three years of experience working with programs in non-permissive environments, including humanitarian emergencies, conflict-affected countries, and areas of violent extremism. 
  • Strong familiarity with MEL and collaboration, learning and adaption (CLA) tools and methods.
  • Knowledge of MEL, a strategic vision of how to align MEL and data utilization towards improving development outcomes.
  • Skills in facilitation, applied learning, and behavior change techniques.
  • Ability to manage interdisciplinary teams to collaborate across the USAID program cycle to deliver strategic MEL products.
  • Ability to convey information clearly, listen actively, and foster effective communication within the team and with external stakeholders.
  • Ability to work well in a team environment, actively participate in group projects, and contribute to achieving common goals.
  • Ability to adapt to changing circumstances, learn new skills, and adjust to evolving priorities and work environments.
  • Fluency in English required.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $130,000 to $160,000 USD.
