The Program
The objective of the Mekong-Australia Partnership Phase 2 Support Unit (MAP SU) is to provide efficient and effective support and enabling services, and delivery of selected MAP activities as directed by the Mekong Hub at the Australian Embassy in Bangkok, Thailand to ensure that Australia is a trusted and visible partner in supporting a resilient, inclusive and sustainable Mekong subregion. The MAP SU delivers the Leadership and Skills program and enabling services for the Transnational Crime (TNC) program. It also supports programming by providing administrative, logistical and/or technical support and assistance in the execution of parts of MAP such as organising events, conducting training or managing specific components.
The opportunity
The Transnational Crime Adviser will work as part of the MAP SU Transnational Crime (TNC) team to provide technical advice that reflects international best practice across all levels of program implementation. This includes working with Australian Government Agencies (AGAs) to guide activity design, planning and reporting; liaising with regional DFAT partners including GITOC and other DFAT funded programs in the region; understanding and tracking TNC trends and Mekong government responses; and identifying and where appropriate, encouraging opportunities to facilitate regional responses to TNC threats.
This role will coordinate different actors and stakeholders to support effective Monitoring, Evaluation and Learning (MEL) aligned with existing SU tools and processes, linking with End-of-Program Outcomes (EOPOs) and Intermediate Outcomes (IOs), and will prioritise gender equality, disability and social inclusion (GEDSI) by mainstreaming across operations and all activities.
Your Role:
- Provide technical advice and support to Australian Government Agencies (AGAs) and the MAP SU regarding activity planning and reporting, aligned to emerging TNC threats, partner priorities, and international best practice.
- Liaise with key actors and partners of MAP SU across the Mekong region to track and monitor emerging TNC trends, threats and priorities; linking in with MAP SU and stakeholder outputs, including reporting, thematic forums, and briefings.
- Regularly track and conduct gap analysis to support MAP SU and DFAT to identify opportunities for Australia to support international coordination efforts on combatting TNC in the region; and ensure funded activities are not duplicating efforts. • With the MAP SU team, track and monitor activity outcomes against plans to ensure investments are being delivered aligned to development principles and agreed methods.
- Coordinate research, information and knowledge between TNC stakeholders and actors, including the engagement of civil society organisations (CSOs) where possible in AGA activities. Technical Delivery and Advice
- Identify opportunities for activity designs to include regional coordination efforts; leverage existing partnerships; and include gender equality, disability and social inclusion analysis and activities. • Work with the MAP SU MEL and Leadership teams to support delivery against Intermediate Outcomes for TNC and End of Program Outcomes.
- Track and monitor the risk profiles of participating Mekong countries to escalate emerging threats and risks to the Team Leader Transnational Crime, ensuring risks are recorded in the TNC risk register
About You:
You bring a valuable development perspective to security and legal contexts, bridging complex frameworks with practical insights. Your experience includes producing high-quality, analytical reports tailored for clients, demonstrating strong analytical and communication skills. With effective interpersonal abilities, you excel at building trust and influencing others. Additionally, you possess a deep understanding of the political economy and government systems in Southeast Asia, positioning you as a knowledgeable and strategic contributor in regional development and governance initiatives.
You will possess:
- A tertiary qualification in law, criminology, sociology, or otherwise in a relevant discipline is essential. Postgraduate qualifications are preferred.
- Experience and understanding of working within the context of transnational crime trends and threats is essential, within the Mekong region is preferred.
- Experience with government or corporate policies such as prevention of sexual harassment exploitation and abuse, fraud and corruption, and child protection.
- Demonstrated knowledge and experience working at the intersection of gender equality, disability and social inclusion and TNC issues, including victim-sensitive approaches to law enforcement and the ways crime disproportionately impacts people from marginalised groups
